Mr Padmanabham in his letter to Mr Rao, which he released on Monday, said the TS Chief Minister was implementing his manifesto without protests by people. He said Mr Rao had proved that election manifestos should not become waste papers as pointed out by the Chief Justice recently.

Mentioning reservation, Mr Padmanabhan noted that Mr Rao had hiked the reservation quota for tribals and Muslims by appointing two commissions, passed a resolution in the Cabinet followed by a Bill in the Assembly and sent it to the Centre. He said that AP Chief Minister N. Chandrababu Naidu subjected people to lathi charges, implicated them in false cases and hurled abuses at them when they asked him to implement promises in the election manifesto.

He exhorted Mr Rao not to follow Mr Chandrababu Naidu. “Render justice and do not lure people with money and liquor during elections. Don’t follow the AP Chief Minister who spends crores during elections. By implementing promises made in the election manifesto, you (Mr Rao) have become the first CM in the country to fulfil election promises. Try to conduct polls without spending a rupee and win the hearts of people,”' he wrote to Mr Rao.
