Nellore: Schools asked to fulfil civic terms

Nuda insists on occupancy certificate.

Nellore: Vice-chairman of Nellore Urban Development Authority (Nuda) S. Dilli Rao on Friday insisted the need for building plan approval for all structures, whether they be government building or private building. He said he has directed the District Education Officers of Nellore and Chittoor to insist and obtain occupancy certificates from local body concerned for all the schools before the commencement of the next academic year.

Nuda VC said occupancy certificate will be given only if the construction is as per the approved plan and other rules such as fire safety norms are followed.
While many private builders tend to deviate from the sanctioned building plans, several schools in the government sector also have been seen to violate the approved plans.

In some cases the school authorities are seen to have not taken the building plan before constructing the structure taking it for granted that there is no need for it because it is a government institution. NUDA VC said that the heads of local bodies concerned will be held responsible if they provide occupancy certificate even when there are deviations. He said trade certificates, fire license, power and water connections should be given only on production of occupancy certificate but the rule is hardly followed because of ignorance.

Mr Dilli Rao said letters have been sent to district medical and health department to insist for occupancy certificate from hospitals, private and government.
Stressing that officials concerned will be in serious trouble for providing licenses either for schools, hospitals, malls or other commercial buildings in case of calamity, he advised all the departments to react now to avoid future problems. He said he has also sent letters to sub registrar offices under the jurisdiction of NUDA to stop registrations in unauthorized layouts.

"Action can be taken against sub-registrars as per 1908 registration act if they register plots of unauthorised layouts" Mr Dilli Rao said. He alleged that number of layouts is coming up in and around towns and industrial areas without securing approval from concerned local bodies or Nuda while advising public to demand for approval before investing on such properties.
