New body constituted to give wings to Nitish Kumar's '7 resolves'

Patna: The Bihar cabinet on Monday approved a proposal to set up a Bihar Development Mission to implement 'seven resolves' of Chief Minister Nitish Kumar in the next five years.

Briefing about cabinet decisions, Principal Secretary, Cabinet Coordination department, Brajesh Mehrotra told reporters that the new body would ensure faster implementation of the goals set by the Chief Minister for the state in the next five years.

It would ensure faster execution of the seven resolves of the Chief Minister in the fields of human skill mission, agriculture mission, human resources development, infrastructural and industrial promotion, he said.

The seven resolves comprise Rs 4 lakh loan credit card for students, a monthly allowance of Rs 1,000 for eight months twice in two years for students to help them search jobs, free Wi-Fi facilities in colleges and universities, setting up a venture capital of Rs 5,000 crore for young entrepreneurs, toilets in all households, free drinking water connection to every household and free electricity connection to every household.

The body would be headed by Chief Minister Nitish Kumar, while Ministers and Principal Secretary of departments concerned, Chief Secretary, Developmental Commissioner, Home and General Administration and the state police chief would be its members.

Election strategist Prashant Kishor, who was recently appointed as Advisor to the Chief Minister for Planning and Implementation of developmental projects, would be a member and assist in execution of the mission, Mehrotra said.

The Chief Minister had spoken about "seven resolves" at an estimated cost of Rs 2.7 lakh crore before the elections to add up to the growth of the state.

His seven resolves had come as counter to Prime Minister Narendra Modi's special package of Rs 1.65 lakh crore including Rs 40,000 crore of previous packages announced during the elections.

The grand secular alliance government of JD(U), RJD and Congress in Bihar will implement the Chief Minister's seven resolves in its governance.

The Bihar Development Mission body would have registration under Society Registration Act, 1960, and would have branches at departmental and district levels.

It would work under state Cabinet Coordination Department.

The state cabinet also empowered the government to take policy decisions for imposition of ban on liquor in a phased manner from April 1.
