Panel orders compensation of Rs 55,000 for aggrieved

Chennai: The State Human Rights Commission, has directed the government to initiate departmental action against the then inspector, SI and constable of a police station in Karur district on a charge of assaulting a person after foisting a case against him. The commission has also recommended to the government to pay a compensation of Rs 55,000 to him and recover
the amount from the police.
In a telegram to the commission, N. Premnath of Pasupathypalayam, Karur district, alleged that Sivaraman inspector, Satheeshkumar, SI, and Rajamani, constable of Pasupathypalayam police station, Karur district had foisted case against his father Natrayan and forcibly took him to Pasupathypalayam police station on January 29, 2007. After brutally assaulting him, the cops snatched a mobile phone and Rs 25,000 from his father. Later, he was admitted to a hospital for chest pain.
Premnath lodged a complaint with superintendent of police, Karur stating that police foisted a case against his father to arrest him. As no action was taken, he sent a complaint through telegram.
On behalf of police, Sivaraman filed reply denying all the allegations. He said based on a complaint of Kalaikumar, a Dalit, police registered a case against Natrayan for abusing Kalaikumar and calling his caste name for not returning a loan.
Natrayan appeared at the DSP’s office for enquiry and within seconds he complained of chest pain. On humanitarian grounds,he was admitted to a private hospital. Considering the facts and circumstances, commission member Jayanthi said it was not a grave case, which involved the life and property of a person, to go in hot pursuit of the offender immediately. All the events narrated by police had taken place in a short span of two hours, which was highly unbelievable.
