AP land pooling: Farmers will be allotted developed lands by lottery

Final reconstituted property may be allotted jointly as common plot

Hyderabad: Much against the wishes of farmers over land pooling they will be allotted developed lands by a lottery system.

The AP Capital Region Development Authority draft Bill says, “For allotment of final plot/land shall be by draw of lots”. The farmers, who are willing to give their lands to land pooling for the construction of capital city demanded that the government should allot the lands where their original land was located.

However, contrary to this the government said that the developed plots or land will be allotted through a lottery system to the land owners. The Bill said that the location of the reconstituted final plot/land anywhere in the identified area of the development scheme final allotment will be made by draw.

The Bill also said to provide it with the consent of the owners the final plot/land may be allotted jointly as a common final plot. The title of the landowners covered under the development scheme shall be verified with reference to the revenue records and registration documents by the officer authorised by the CRDA. In the development scheme, the size and shape of every plot shall be determined, so far as may be, to render it suitable for development and complying with the provisions of the scheme.

The government said in the Bill that the development scheme may be prepared in sectors with the name and number of the plots, roads and the developed final plots, which shall be allotted in the development scheme area to the owners in accordance with the eligibility as prescribed.

The CRDA may earmark the land allotted to it as a separate sector or in a group of sectors for specific purpose and the reconstituted final plot/land to land owners in separate sector or group of sectors for the purpose specified in the development scheme, the Bill added. The development scheme may contain plans to form final plot/land by reconstituting the original lands by alteration of its boundaries. The bill added that location of the final plot/land will be anywhere in the identified area of the development scheme.
