50% IAS officers holding extra charges

Officers holding additional departments are paid an extra 20 per cent of basic pay per extra department
Hyderabad: More than 50 per cent of the cadre officers in Telangana state and Andhra Pradesh are holding “in-charge” positions of more than one department due to the shortage of officials following the bifurcation.
Currently, in Telangana state, there are over 44 IAS officers, of whom two have retired and one has been taken into Central government administration. In AP, there are over 60 IAS officers. These IAS officials are paid an extra 20 per cent of their basic pay per department.
Ajay Mishra, principal secretary, general administration department, said “A cadre officer, given additional charge of other departments, which are equivalent or higher than the one he is holding is paid additional charge allowance of 20 per cent per department for a certain period.”
However, the officers with additional charge are confined to pushing files that have stacked up over the week. As a result, governance has come to a standstill as they are unable to give the needed needed attention to the additional departments.
M. Jagadeeshwar has been made the commissioner of transport, commissioner of school education and MD of the Water Board. All the three departments are important and need full-fledged officers.
Mr Mishra himself is holding additional charge of home, transport and the road and buildings department. The regional director and district medical and health officer, Warangal, has been made in-charge director of the department. The secretary of the revenue department is holding additional charge as commissioner of the endowments department.
