Kochi corporation mission 15-08-15 a daunting task

Severe staff crunch reason for difficulty
Kochi: Implementation of the much-hyped Mission 15-08-15 of the city corporation meant to take up projects on a fast-track mode, launched by chief minister on Monday, will be a herculean task due to severe staff crunch.
Though Mayor Tony Chammany announced that special teams will be constituted to carry out projects, appointing a dedicated team for the mission might be impossible.
“The absence of professionally qualified and experienced personnel like secretary and health officer will affect implementation of projects under the Mission. In the absence of key officials, junior officers are given additional responsibilities when they are already over burdened. It will be difficult for them to monitor fast-track files and review it regularly,” said a top source at corporation.
Key posts like corporation secretary and health officer have been lying vacant for long. At present, the additional secretary is taking care of the duties of secretary while a senior health inspector has been given charge of the medical officer.
“Though it is a novel concept to complete projects on fast-track, service of professionals with executive powers in sectors like urban planning is a must for such initiatives. Otherwise the civic administration will have to compromise on the quality of work,” remarked K. J. Sohan, town planning committee chairman.
Of the 32 projects under the Mission which will be implemented in the next one year, are a new solid waste treatment plant at Brahmapuram, new office building for the corporation, modern slaughterhouse at Mattancherry, a women’s hostel, sewage treatment plant, city mobility plan, e-governance programme, multi-level parking system in city and replacing traditional ferry service with modern Ro-Ro vessels.
