K Chandrasekhar Rao angry as state Governor gets power boost

Responsibility of Governor shall extend to matters such as law and order, internal security

Hyderabad: Telangana Chief Minister K. Chandrasekhar Rao has asked Telangana Rashtra Samiti MPs to stall Parliament proceedings from Monday to oppose tooth and nail the latest circular sent by the Union home ministry entrusting the Governor with more responsibilities in matters of law and order and other issues concerning the common capital area of Hyderabad.

In a meeting with TRS MPs at his residence on Sunday, the Chief Minister briefed them about the latest circular, issued in pursuance of Section 8 of the AP Reorganisation Act, which seeks the views of the Telangana government and also asks to make necessary amendments/modifications to the existing Business Transaction Rules of the Government.

“The Centre has no business to send a circular giving powers to the Governor and denying the same to the elected government; we will stall Parliament from tomorrow onwards,” said TRS MPs K. Kesava Rao, K. Kavitha, Prof. Seetharam Naik and B. Vinod Kumar.

Mr Chandrasekhar Rao has also instructed the MPs to oppose the Bill replacing the Ordinance on inclusion of seven mandals in Seemandhra (Polavaram Ordinance) on Monday, which will be introduced by the Union home minister Rajnath Singh. As per the Act, the MHA is supposed to prepare the rules in accordance with the provisions of the Act, that are in turn binding on the government.

Circular sent to Telangana

The responsibility of the Governor shall extend to matters such as law and order, internal security and security of vital installations and management and allocation of government buildings in the common capital. He shall, after consulting T ministers, exercise his judgement as to the action to be taken. The decision of the governor shall be final, and the validity cannot be called in question. — Section 8 of the AP Reorganisation Act
