Telangana and Andhra Pradesh want permanent government officers

So far officers like the IAS, IPS and IFS have been provisionally allotted to the 2 states

Hyderabad: The Andhra Pradesh and Telangana governments have written to Centre asking it to immediately allocate All India Service officials on permanent basis to the two states.
So far officers in services like the IAS, IPS and IFS have been provisionally allotted to the two states. Ambiguity has been prevailing over the postings and officials are not ready to take up long-term plans in the department or the wing they are working.

A senior IPS official said, “As it is a provisional allotment, several of the officials are not keen on drawing up long-term plans due to uncertainty. This is leading to slow progress of works in the new governments. When the officials are not sure to which cadre they will be allotted permanently, they cannot be expected to work in full measure.”

Some of the officials who have been provisionally allotted to AP had actually asked for Telangana as preference. “In such case the things will be worse,” the officials aid.

The undivided state had 284 IAS and 209 IPS officers. The Central-government appointed committee had earlier recommended 163 posts of IAS, 112 of IPS and 65 of Indian Forest Service officers for Telangana based on 13:10 ratio. It recommended 211 posts for IAS, 144 for IPS and 82 for IFS for AP.

There are three provisions indicating first preference of AIS officers for Andhra Pradesh, first preference for Telangana and equal preference for both States.
Following this, the provisional allotments were made. Prime Minister Narendra Modi has to sign on the permanent allotment of All India Service officials.
