Hyderabad revenue goes to Telangana

Common capital, Governance control on law are valid, says Jairam

Hyderabad: Union minister Jairam Ramesh said on Thursday that revenues from Hyderabad would go to Telangana after the state’s bifurcation and not to Seemandhra. He added that this would come into force from the Appointed Date for Telangana state.

Speaking at Gandhi Bhavan here, Mr Ramesh said the IT and business hub had contributed over Rs. 34,000 crore to the state’s total revenue of Rs. 70,548 crore during 2012-13.
On the more contentious issues of Hyderabad as common capital and the Governor’s control over law and order, the minister said that both were “completely Constitutional.”
Mr Ramesh said the Governor would have special responsibility with respect to life, liberty, and property of residents in the common capital area. He said matters like law and order, internal security and others would also be in the Governor’s juridiction.

The Union minister said that the Governor would exercise his judgement after consulting the Council of Ministers of Telangana state, and the decision would be final.
Mr Ramesh said Articles 3 and 4 of the Constitution empowered Parliament on the states’ division. He added that the Supreme Court had on four occasions in 1959, 1979, 2002 and 2006 upheld Articles 3 and 4.

He took potshots at the BJP saying that the party had supported the Telangana Bill in the Lok Sabha but suddenly discovered it was Constitutional in the Rajya Sabha.
