Hyderabad: A 17-year-old girl was allegedly gang raped by three persons in Khammam district, while another case of sexual assault was reported in West Godavari district, police said today.

Three persons, identified as Rama Babu, Nagraj and Venkatesh allegedly raped a teenage girl on the outskirts of Bhavannapalem village under V M Banjar police station limits of Khammam Sunday night and fled after the incident, they said.

Based on a complaint lodged by the victim's family members, a case was booked under relevant sections of the IPC, Protection of Children from Sexual Offences Act, 2012 and other Acts against the trio and a hunt has been launched to nab them, a police officer said.

In another incident, M. Mohan, a watchman posted at a government hostel was taken into custody by Eluru II Town police in West Godavari for allegedly raping an inter student, aged around 17, around three months ago on the hostel premises when the girl was alone, police said.

A complaint had been lodged by the hostel warden and the victim.

Hyderabad: A minor girl was allegedly raped by her neighbour, who is also a minor, at Yalal in Ranga Reddy district.

The Yalal police booked a case against the minor boy for rape after the victims’ parents approached them. The incident came to light after the victim’s parents found that the girl was pregnant following a medical examination.

The incident occurred at Daulapur village of Yalal mandal.

According to the complainant, the accused had been raping the girl for the last few months after luring her with the help of his aunt.

“According to the victim, the accused boy’s aunt Bhimamma had helped him have sexual intercourse with the girl by locking both of them in a room. So a case has been booked against Bhimamma as well,” Tandur rural inspector Ravi said.

Police said the accused, who has passed Class X, had lured the girl few months ago and exploited her.

When the girl fell sick, her mother took her to a hospital, and found that she was four months pregnant.

Then, the parents approached police and lodged a complaint.

“Based on their complaint, we have booked a case against the accused for rape, and a section under protection of children from sexual offences act, 2012. We have started an investigation,” the inspector said, adding that arrest will soon be made.

New Delhi: A South African woman has been arrested at the Indira Gandhi International Airport here for allegedly trying to smuggle out of the country party drug Methaqualone worth about Rs 12 crore.

The accused, who is in her early thirties, had arrived at the IGIA to board a flight to Nairobi on Saturday. She was intercepted at the boarding gate by customs officials and allegedly found carrying 15 kgs of Methaqualone in her baggage, said Neeta Lall Butalia, Commissioner of Customs (Import and General).

Methaqualone is a kind of sedative used for medical purposes. However, it is commonly used as party drug. Methaqualone is also a controlled substance under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

A kilogram of Methaqualone fetches Rs 80 lakh in black market.

"The international market value of the seized goods is Rs 12 crore approximately," she said. The passenger has been arrested and remanded in judicial custody, the official said.

Earlier on Wednesday, another South African woman was arrested at the airport for allegedly trying to smuggle 22.235 kg of Methaqualone worth about Rs 18 crore out of the country. She was to board a flight to Johannesburg via Addis Ababa.

Machilipatnam (AP): A 21-year-old youth was arrested on Monday for allegedly raping a 15-year-old girl of his neighbour in Kottada village in Krishna district, police said.

"The girl, a student of class IX, was resting at home yesterday as she was feeling unwell while her parents were away. Taking advantage of the situation, the accused identified as P. Sathyanarayana raped her," Kykaluru (Rural) police station sub-inspector K. Yesubabu said quoting from the complaint lodged by the victim.

Indian student assaulted by thugs in Australia

Melbourne: A 20-year-old Indian student in Australia suffered serious injuries when he was brutally attacked with a stick and robbed by thugs here. Manrajwinder Singh from Reservoir was admitted to hospital with serious head injuries after a gang attacked him Sunday.

According to a police statement issued on Monday, he was sitting with two other friends near the footpath east of Princess Bridge when they were approached by eight men, perceived to be of African appearance.

The offenders assaulted Singh by kicking him on the head and hitting him with a stick. The group then punched one of his friends in the face. The offenders stole the victims' mobile phones and fled, the statement said.

The third man, a 20-year-old from Noble Park, was not assaulted and managed to run away to seek help. Singh was taken to The Alfred Hospital where he remains in an induced coma. His friend suffered swelling and abrasions to his face and was treated by paramedics at the scene.

Melbourne detectives have released CCTV images of eight men and a woman who they believe may be able to assist with their investigation. Singh was in Australia to study accounts.

The incident was described as a cowardly attack by Detective Senior Constable Adam Foley. "It was just an opportunistic target from the offenders, they've just seen them there and approached them and done what they've done," Foley said.

The victim's brother, Yanwinder Singh, has pleaded for justice. "He said 'I want to see the city, I haven't seen Melbourne city I've been working and studying,'" his brother was quoted as saying by The Age newspaper.

"He said I want to see the city I'm not a child and I said ok then go. "I just want these culprits to be punished, that's all, they should get caught so that my brother, he should get justice," Yanwinder said.

Jaipur: Six Army officers, including two Brigadier rank officials, have been booked by Ajmer Police for allegedly harassing a junior officer and trying to prove him mentally ill after he raised his voice against certain irregularities.

In his complaint, Lt Col Arun Kumar of Composite Artillery Brigade in Nasirabad cantonment alleged that his superiors conspired and tried to prove him mentally ill after he complained against certain irregularities and corrupt practices by the senior officers of the brigade.

Following a court's directive, an FIR was lodged against Brigadier A K Ganguli, Commander of the Brigade, his deputy Col Lalit Agnihotri, Col Rohit Jha, Military hospital Nasirabad’s Commander Brigadier Sanjeev Vaspyan, Medical Officer Maj S V Rekha and officiating Registrar Maj Gurmendra Singh on December 19.

Defence spokesperson Col S D Goswami said a Court of Inquiry has already been initiated.

"Army has already instituted a court of Inquiry to ascertain the facts.The military chain of command is fully aware of the incident," he said.

In the complaint, 54-year old Kumar alleged that he found misuse of funds and other corrupt practices in the brigade and raised a voice against it but this invited adverse action against him and the brigade commander and deputy conspired against him.

After the complaints, the brigade commander allegedly threatened the Lt Col that he would not be able to continue his service in the Army.

On May 17 this year, the Brigadier issued him a notice stating that he was mentally ill following which he was admitted to the military hospital where, Arun alleged, Brigadier Ganguli conspired with the military hospital’s Commander to prove him sick. He was also harassed in the military hospital, he alleged.

After the alleged conspiracy and harassment, the officer wrote to Jodhpur Police seeking intervention on May 21 and also pleaded his case before the Chief of Army staff.

He also filed a complaint with a local court of Ajmer which gave direction to police to lodge a case against the six accused under appropriate section. Investigating officer of the case, Ashok Meena, SHO Nasirabad, said that the matter was under investigation.

Vizianagaram: A minor girl was allegedly raped by a 26-year-old man under Makuva police station limits in Vizianagaram district.

Though the incident took place on December 26 evening, it came to light on Sunday when the parents of the girl lodged a complaint with the police against P. Chinam Naidu, of the same village.

According to sub-inspector P. Vara Prasad, Naidu forcibly took the girl, who was on her way home, to his room and raped her.

The victim told her parents about the incident the same night. The parents approached the village elders seeking justice. However, attempts by the village elders to suppress the incident left them depressed, following which they lodged a police complaint.

A case has been registered and investigations are on.

New Delhi: In a shocking incident, a five-year-old girl was allegedly raped by a security guard in Model Town area of North Delhi.

The accused has been booked and arrested.

According to the police, the incident happened on Sunday when the girl was playing outside her house when the guard lured her to a secluded place on some pretext.

"He then raped her and threatened her of dire consequences if she revealed the incident to anyone. The girl then returned home and revealed her ordeal to her parents," said a police official. They then took their daughter to the police station to lodge a case.

The police took the victim to a nearby government hospital where her condition is said to be out of danger while rape was established in her medical examination.

"A case of rape under section 376 of IPC and POCSO Act was registered and the accused, identified as Rakesh Kumar, was arrested in the evening on the basis of the victim's statement," the official said.

Hyderabad: A nine-month-old baby died after alleged delay in treatment at the Aditya Children’s Hos-pital, Boggulkunta.

He was suffering from mild temperature and loose motions. Doctors at the hospital allegedly told the parents that treatment would not start unless an advance was paid.

Satish, the child’s father, who works as a photographer for a vernacular daily, said, “My child was kept in the emergency ward. Doctors saw him, and left.

No treatment commenced. I was told that his condition was a little to worry about and I was asked to pay Rs 40,000 to start the treatment. I did not have the sum at that time and requested them to start the treatment and I will pay the money. They refused to do so.”

Satish even took the help of some police officers he knew to speak on his behalf but the hospital held firm.

By the time Satish got his debit card from home and paid a part of the money, his son was dead. Police has registered Satish’s complaint.

Hospital officials said doctors had strated preliminary treatment, and were waiting for the payment to start full-fledged treatment.

Hyderabad: A Class VI student was beaten up by his tuition teacher at Uppal on Sunday.

The victim, S. Abhijeet, 11, a resident of Gokhalenagar, sustained injuries on his neck after his teacher, Sowjanya thrashed him for making noise in the class. A police complaint has been filed at Uppal police station regarding the incident.

According to the victim’s father, Bhagwan Rao, the teacher, had beaten up Abhijeet on Saturday night in the private tuition centre near his residence.

“The teacher beat my son black and blue, and inflicted injuries. We found bruises on his neck when he came home after the tuition,” said Rao.

The teacher, Sowjanya said that it was an unintentional act, and the kid sustained bruises due to her bangles.

“He was not properly doing homework and studies. It was not at all an intention to hurt him, it was merely an accident,” she said.

Meanwhile, Abhijeet’s parents approached the Uppal police station on Sunday and lodged a complaint.

Cops have taken testimony from the victim and his parents. Police said that a case will be filed against the accused teacher.

While doing so the man never came back with the costly motorbike on Saturday.

ED transfers officer after woman levels harassment charge

New Delhi: A case of alleged sexual harassment of a woman employee by an investigating officer has been reported in the Enforcement Directorate (ED), the country's premier agency probing laundering and financial crimes.

Soon after the woman, working in the Delhi office of the agency, made a written complaint to top agency officers and ED Director Rajan Katoch, the Assistant Director (AD) rank officer has been transferred to the agency's zonal office in Hyderabad, pending an inquiry.

Both the woman and the AD were working in the same office in the national capital.

Sources said the woman, in her complaint, has alleged that the officer had reportedly written and posted some unsigned obscene letters to her residence after which she was forced to make a complaint against him.

The ED headquarters has now constituted a committee headed by a woman officer to probe the case and has deputed some senior officers from the agency as members of this anti-sexual harassment committee.

As there are no women officers in top ranks of the agency, sources said, a senior female officer of the Accounts department under the Department of Revenue has been made the chairperson.

Officials said the case against the officer may not essentially be only of sexual harassment as he was also under the scanner for his overall conduct in terms of work performance. Initial inquiry into the allegations has also hinted that the letter might have been written and posted to the woman by someone else to settle a score with the officer in question.

The woman, sources said, had also alleged that the officer had sent her few 'improper' text messages on her mobile phone few years back but she did not complain about it then.

Sources said the agency has taken a strict note of this first case of alleged sexual harassment and hence has shifted the officer to facilitate a fair probe.

Karaikal: CB-CID police on Saturday arrested one more person in connection with the alleged gang rape of a 20-year-old woman from Tiruvarur on Christmas Eve in Karaikal.

The police arrested Jaya­kanthan from his relati­ve’s house on Saturday ev­ening while another acc­used Faizal surrender­ed before the Judicial Ma­g­ist­rate Court II in Karaikal. With this the number of accused arrested in the case has risen to 13.

The police have already arrested 11 persons in connection with the gang rape incident and have laun­ched a search for two others who are at large. Karaikal is part of Union Territory of Pondicherry.

The issue of rape of a woman by two gangs became even more distressing after a politician cast aspersions on the character of the woman.

Coimbator: A 45-year-old fake doctor was arrested in Ram Nagar in the city on Saturday. The police said he was running a fake Homeopathy and Ayurveda clinic in the city.

Following his arrest, city police are collecting information about other fake doctors in the city who will also be arrested soon.

The arrested person has been identified as N Imthiyas Ahamed Manek, a resident of MS Garden at Kuniamuthur. He owned a dispensary in the name of Manek and had been running it for the past 18 years.

The Kattoor police said that Imthiyas Ahamed possessed a fake certificate of Tamil Nadu Siddha Medical Council, Chennai.

Police said he obtained the doctorate certificate from Colombo in Sri Lanka. The police also revealed that he is a school dropout and had faked the documents that he had completed courses in Homeopathy and Ayurveda.

Kattoor police registered a case under section 420, 468 and 571 of Indian Penal Code and under section 15 (1) (a) of Indian Medical Cou­ncil Act 1956.

Police also seized tablets, sy­rups, stethoscope, syri­nge and tablets from the clinic.

Coimbatore: A couple has been arrested in connection with cheating investors in a chit fund scam to the tune of Rs 35 lakhs.

Arrested couple has be­en identified as Subra­m­a­ni, 55, and Sundari, 45, nat­ives of Kodaikanal and r­e­s­­idents of Bala M­uru­ga­n­ Nagar near Gana­pa­thy.

The couple had been operating a private chit fund in their residence for more than ten years police said.

A few days ago, residents of Balamurugan Nagar lodged a complaint with the city police commissioner that the couple had cheated investors.

On December 17, the couple went underground an­d more than 38 people fr­om Ganapathy, Balam­ur­u­gan Nag­ar and Ma­niya­karaya­npa­layam alle­ged that they had been du­­p­ed of their inve­stm­ent.

On Thursday, sleuths from Coimbatore arrested Subramani and Sundari in Chennai and brought them back to Coimbatore on Friday.

The couple is alleged to have told police that they were not able to repay the investors due to loss in the business. Police have lodged the couple in the central prison.

Kochi: The special investigation team of the Kochi city police, in the wee hours of Sunday, arrested the notorious goon Bhai Nazeer from Mysore under the Kerala Antisocial Activities Prevention Act (KAPA).

Police also arrested seven of his aides including Praveen Paul whose statement before the Ernakulam chief judicial magistrate recently led to the clash between goons at the court.

The arrest is in the backdrop of this clash between his men and the rival gang led by Maradu Aneesh. It is learnt that he was arrested from a hideout in Mysore based on a tip-off given by the aides of Maradu Aneesh.

According to police, Nazeer was nabbed by a squad led by Ernakulam South sub inspector Gopakumar at 1.30 am on Sunday.

Police had earlier formed three squads led by sub inspectors of South, Maradu and special branch, to track the location of Nazeer, while three other squads led by the SIs of North, Central and Palarivattom were hunting for Aneesh’s gang members who allegedly threw bombs at an apartment near Deshabhimani Junction.

“We had issued an arrest warrant for Nazeer based on the KAPA Act. He had violated the order by entering Kochi city limits on and off.

But we could not arrest him because he escaped whenever we zeroed in on him. We had tracked him a few weeks back near Palarivattom. But he ran away from the scene that time too,” said Mohammed Rafique, the deputy police commissioner who supervised the investigation.

The arrested were brought to Kochi late on Sunday night.

Hyderabad: The Anti Corruption Bureau (ACB) sleuths conducted surprise checks on inter-state check posts on Sunday morning and seized unaccounted cash worth lakhs from all the major check posts.

Without giving much heed to the ACB raids on December 20, some officials of the commercial tax, Road Transport Authority, Excise and marketing departments continued taking bribes.

During the raid at the check post at Purushot-tamapuram near Itcha-puram, in Srikakulam, on Sunday, ACB sleuths found Rs1.2 lakh unaccounted cash.

During the recent raids, the ACB had found Rs 2.15 lakh unaccounted cash and six months ago they found Rs 80,000.

ACB DSP Laxmipathy, said that the unaccounted cash was seized and a report will be filed against the officials.

In Adilabad district, the ACB sleuths found Rs 30,000 unaccounted cash and in East Godavari, Teegalakunta, Rs 1.25 lakh was seized, indicating that corruption was rampant in many areas.

The ACB also raided various other integrated check posts in the city and a consolidated report will be made in the next few days.

Visakhapatnam: The police is still groping in the dark over five murders that had sent shock waves across Vizag in 2013.

Investigators, including those from the crime wing, law and order and Govern-ment Railway Police in the city, are still groping in the dark without any leads coming their way.

Among these five cases is the brutal murder of an unidentified man, whose body was chopped into pieces, packed into a suitcase and two bags and left inside S-7 and S-8 bogeys of Hirakud Express (Amritsar-Visakhapatnam) on March 26 this year.

Nine months on, the cops are yet to identify the victim, let alone getting a breakthrough in the sensational case.

In another incident at Venkojipalem area under III-Town police station limits in the city, a 48-year-old housewife, M. Rajamma was brutally killed by some unidentified persons. The killers bludgeoned her to death with iron rods on May 6 this year.

This case too remains an unsolved mystery, as the cops have not managed to lay hands on any concrete clues. Similarly there were three other brutal murders reported this year, but have remained a challenge to the police.

Police commissioner B. Shivadhar Reddy said that a total of 25 murders were reported this year, of which 17 cases are still under investigation.

Chennai: Madras High Court has ruled that even the slightest attempt at penetration would attract the offence of rape.

Justice Aruna Jagadeesan was dismissing a petition from a juvenile, challenging the order of the Principal Magistrate, Juvenile Justice Board, Madurai, refusing to discharge him from the charges of raping an eight-year-old girl in 2006.

The counsel for the petitioner contended that the doctor’s statement said that the victim was taken to the terrace and made to lie down. The petitioner lay on her. Thereafter, the girl went off to play.

The judge, citing two judgments of the Supreme Court, said, “To constitute an offence of rape, it is not at all necessary that there should be complete penetration of the male organ into the private parts of the victim with emission and rupture of the hymen.

Even partial penetration would be quite enough for the purpose of section 375 and 376 of IPC.

It is therefore quite possible to commit the offence of rape without causing injury to the genitals or leaving semen stains, the judge added.

In this instance, the medical report showed that the girl had blood stains on her person after the incident and when asked, had said that there was no penetration.

It could therefore be presumed that there was incomplete penetration. However, in the light of the judgments of the Apex court, since complete penetration was not required, even the slightest was sufficient to attract the commission of the offence.

In this case, there was sufficient evidence to presume that the victim had been subjected to sexual intercourse.

That apart, the suspicions were based on the material found which was sufficient to frame charges.

Presumption can always be rebutted by the petitioner, for which he has the opportunity of participation in the trial, the judge added.
