ECI Directs BLOs To Visit Homes Of Unmapped Voters
ECI directs BLOs in Andhra Pradesh to visit unmapped voters, collect documents and upload them online to resolve electoral roll discrepancies.
The Booth Level Officers would visit the homes of persons to have been served notices for being “unmapped” and having some logical discrepancies in their voter ID information.
Under the Special Intensive Revision process, they would collect documents and upload them on the ECINet so that an appropriate decision can taken by the concerned electoral registration officer in Andhra Pradesh.
Chief electoral officer Vivek Yadav along with additional CEO Dilli Rao held a tele-conference with all the district election officers on Thursday and explained the ECI’s decisions.
They said that in the districts where the hearing was pending, it was not necessary to conduct hearings but the BLO should visit the homes of the electors and obtain required documents and upload them to ECINet.
The CEO instructed the district election officers to conduct special camps and ensure all electors to be enrolled by way of a continuous updating process.
The Election Commission has issued a set of directions on Thursday for the ongoing intensive revision of electoral rolls. Accordingly, those who received notices need not be called for hearing to the ERO/AERO office, other than in exceptional circumstances, as decided by the ERO. A hearing will be held, instead, preferably online, as AP has 209 such cases pending for hearing.
ECI said that any adult member of the family could be authorised by the elector to attend the hearing on their behalf, if required; and that the facilities for the online hearing would be strengthened.
District election officers will create an adequate number of help desks and hold special camps for the people living in night shelters, labourers, poor people, the homeless and others as per requirement.
ECI stated that as the declaration attached to Form-6 for SIR was upheld by the Supreme Court, for non-SIR period, the Forms applicable as per Rules (the Registration of Electors Rules,1960) will be used.
It also stated that any person whose name was left out during SIR or thereafter, and any person including young/first-time voter, may apply to the concerned ERO for inclusion of their names in the electoral rolls under the process of continuous updation.
