Hyderabad: The Telangana High Court has directed the state government and the HMDA to file a detailed affidavit on the proposed e-auction of two plots in Survey No.83/1 at Panmaktha, Raidurg, in Rangareddy district, amid concerns over their proximity to natural rock formations and a designated heritage precinct.

Justice Nagesh Bheemapaka, hearing a writ petition filed by Dr Ravindranath, challenging a notification issued by the Telangana State Industrial Infrastructure Corporation (TGIIC) for auctioning Plot Nos. P1 and P2, adjourned the matter by two weeks.

Additional Advocate-General Tera Rajanikanth Reddy told the court that the plots — listed for auction — had no connection with the Heritage Precinct and did not contain any heritage structures or natural rock formations. He submitted that the government was committed to safeguarding the heritage structures and rock formations and assured the court that the proposed auction would not compromise them.

AAG Reddy produced layout plans, colour maps and photographs to substantiate its claim that the two plots were situated away from the rock formations and outside the protected 50-metre buffer zone.

Senior counsel S. Niranjan Reddy, appearing for HMDA, said Survey No.83 extended over nearly 270 acres and acknowledged the existence of natural rock formations at certain locations. However, he maintained that the proposed auction plots were neither part of the formations nor within the protected buffer area.

However, the petitioner’s counsel requested more precise material showing the exact location and boundaries of the plots and their distance from the rock formations, particularly in relation to Plot Nos.6 and 7.

The court, while taking note of the government’s undertaking and the material placed on record, declined to pass an interim order restraining the auction at this stage. It also considered the possibility of appointing an advocate commissioner to inspect the site and verify the plot boundaries, heritage precinct, rock formations and buffer zone.
