Uncertainty Looms Over World Bank-Assisted Rural Project in Tamil Nadu

CHENNAI: The fate of the World Bank-assisted Vazhndhu Kaattuvom Project (Tamil Nadu Rural Transformation Project - TNRTP), functioning under Chief Minister C. Joseph Vijay’s Special Programme Implementation Department, hangs in balance as ongoing official inaction and job cuts trigger panic and distress among hundreds of experienced staff members.
Regarded as a national pioneer in fostering and scaling rural women entrepreneurs, the initiative originally employed 4,709 workers across tiers — comprising 40 at the state level, 195 at the district level, 480 at the block level, and 3,994 at the village panchayat level. Though the project concluded a year ago, the government delayed the formal launch of Vazhndhu Kaattuvom 2.0, running the scheme instead on short, six-month temporary extensions.
Despite the initiative earning praise from the World Bank, 3,994 Community Professionals were terminated without prior notice in Jan. On Aug. 31, the administration laid off another 360 district-level personnel, including office assistants, accountants, and computer operators. Adding to the distress, the remaining staff have reportedly gone without salaries for the past two months, while the Government Order (GO) notifying the official rollout and expansion of Phase 2.0 remains stalled.
The dismissals come at a contradictory moment. The Rural Development Department’s latest Demand for Grants policy note explicitly states that TNRTP 2.0 will expand across all blocks in 37 districts to reach more rural beneficiaries. Staff representatives argue that terminating experienced personnel just as the project widens will disrupt execution, urging the government to retain the existing cohort of over 800 professionals to ensure continuity.
The uncertainty has taken a grim turn. According to an employee, speaking on the condition of anonymity, said that Chief Minister Vijay had held a review meeting last month with the Finance Secretary, Rural Development Secretary, and the MD of the Tamil Nadu Corporation for Development of Women (TNCDW), reportedly advising them to avoid terminations by integrating the workers with women's welfare and protection initiatives.
The field staff, however, allege that senior administrative leadership continues to push forward with terminations. In Tiruvannamalai district, a Block Team Leader named Sivan reportedly attempted suicide by consuming poison out of distress over the loss of his livelihood and the inability to support his family.
Appealing for immediate government intervention, staff associations have urged the administration to halt all layoffs, clear pending dues, and issue the expansion orders to protect worker livelihoods and ensure the smooth execution of Phase 2.0.
