AP Launches Blockchain-Based Mee Bhoomi For Safety of Land Records

VIJAYAWADA: Chief Minister N. Chandrababu Naidu on Thursday launched the Mee Bhoomi-Blockchain pilot project, describing it as a major initiative to ensure permanent security, transparency and authenticity of land records in Andhra Pradesh.

The platform developed by the revenue department would create a tamper-proof digital ecosystem for land transactions by assigning every land parcel a unique digital identity. The system aims to prevent double registrations, establish a single source of truth for land records and integrate the revenue, survey and registration departments on a unified digital platform.

This was fashioned jointly by the NIC Andhra Pradesh and the NIC Bengaluru Centre of Excellence in Blockchain Technology.

Naidu launched the pilot project from the state secretariat. It has been rolled out in one mandal each in Kurnool, Chittoor, Bapatla, Krishna, East Godavari, Parvathipuram Manyam and Vizianagaram districts, covering Aspari, Penumuru, Repalle, Gannavaram, Kadiyam, Gummalakshmipuram and Kothavalasa mandals.

The pilot covers 1,37,763 land parcels across 89 re-survey villages.

Officials demonstrated the functioning of the Mee Bhoomi-Blockchain system. Revenue minister Anagani Satya Prasad, Chief Secretary Sai Prasad, senior officials of the revenue, survey and registration departments and district collectors participated in the programme.

Addressing the gathering, the Chief Minister said fraudulent land transactions occurred largely due to inaccurate and vulnerable land records. Land-related disputes had increased during the previous government's tenure because of the misuse of Section 22A provisions for political vendetta, he alleged.

Naidu said the government was focusing on cleansing, restoring and securing land records through statewide surveys, record verification and the issuance of authenticated pattadar passbooks bearing the state emblem. Long-pending disputes in villages such as Shettipalli, Vatticherukuru, Kangundi and Gutupalli have been resolved.

The blockchain platform, he asserted, would provide permanent security for land records and facilitate seamless property transactions by bringing all land-related departments under a single digital platform.

The chief minister directed officials to monitor the pilot project for two months, establish a grievance cell to record deficiencies and fine-tune the system based on public feedback. He also wanted that all villages where surveys have been completed be brought under the blockchain platform.

Officials must make the system available across the state from November.
