TG RERA States Registration for Pradeep Constructions' Bliss Project Is Over, GHMC Reportedly Issues Show-Cause Notices
The regulatory action comes amid separate proceedings initiated by GHMC, the irrigation department and HYDRAA over the validity of the building permissions granted for the project.
Hyderabad:The Telangana Real Estate Regulatory Authority (TG RERA), the GHMC and the HYDRAA have issued advisories and notices concerning the ‘Bliss’ high-rise residential project of Pradeep Constructions at Necklace Road, Hussainsagar, cautioning the public against purchasing or occupying flats in the project.
RERA said the project's registration had expired on January 2. It stated that the developer was no longer permitted to sell, advertise, market, book or offer the project for sale until further orders. It advised prospective buyers to verify the registration status of the project before making any financial commitment.

According to official records, GHMC granted the original building permission for the project on December 14, 2018, and later issued a revised permission on January 2, 2020.
The civic body said that it received a complaint alleging that the project was constructed on disputed land, and objecting to the issue of occupancy certificate (OC). Following the complaint, GHMC sought reports from the Hyderabad district collector and the irrigation department.
A joint inspection was carried out by the irrigation department on July 4, based on which it was reported that about 7,355.15 square metres of the project site fell within the full tank level (FTL) of the Hussainsagar, while the remaining 285.74 square metres fall within the mandatory 30-metre buffer zone, indicating that the entire built up area fells within the lake’s boundary.
The collector’s office reportedly informed GHMC that the land was recorded in the Town Survey Land Register as "vacant land and tank submerged". The report also stated that no NOC (no objection certificate) had been issued for the land and that the property is the subject of pending civil and High Court cases.
Based on these findings, GHMC has issued a show-cause notice to Pradeep Constructions proposing cancellation of the building permissions granted in 2018 and 2020, alleging material misrepresentation and suppression of facts by the developer. The corporation has also kept the occupancy certificate application in abeyance.
On Monday, HYDRAA commissioner A.V. Ranganath, collector Priyanka Ala and GHMC commissioner R.V. Karnan inspected the property amid complaints from the irrigation department about the building being within Hussainsagar’s FTL boundaries. Officials also stated that the Irrigation authorities said they have not given any permissions for the construction of the project.
