Row Over Ravinder Rao’s Assumption Of KDCCB Charge

Karimnagar:The reported assumption of charge by former president of the Karimnagar District Cooperative Central Bank, Konduri Ravinder Rao, as person-in-charge (PIC) chairman of the bank has triggered a row.

Rao arrived at the DCCB main office in Karimnagar on Monday evening and claimed to have assumed the charge.

Cooperative department officials say this is against the norms and that they would “take action” against Ravinder Rao as he assumed charge “without instructions from the higher-ups.”

Speaking to the media, Ravinder Rao said he did so based on GO-386 issued on August 14, 2025, which extended the terms of management and PIC committees of DCCBs across the state by another six months.

The term of the existing cooperative bodies expired on February 14, 2025, when Ravinder Rao was the DCCB chairman. The government extended their term by six months on February 15, 2025, and again by another six months on August 14, 2025.

On December 19, 2025, the government issued GO 598 appointing district collectors as PICs of the nine DCCBs. The DCCBs challenged the decision in the high court, which on June 12, 2026, issued an interim stay on GO-598.

Rao reportedly took charge citing the court order. Cooperative department officials, however, said the move was against the norms and decided to initiate legal action.

After district cooperative officials brought the matter to the notice of the registrar of cooperative societies, they were instructed to lodge a police complaint. District officials asked DCCB chief executive officer N Satyanarayana Rao to file the complaint, but he did not do so, stating that he was on leave.District cooperative officer S. Ramanuja Charya said he had asked the CEO to lodge a police complaint based on the instructions from higher officials.

The DCO said the court had issued orders against the continuation of collectors as PICs of DCCBs and that the collectors had stepped down following the order. However, the government had not issued any order for former presidents to continue in the posts, he said.

Questions have also been raised in political circles over Ravinder Rao’s reported assumption of charge three months after the HC’s interim stay.

It is learnt that Ravinder Rao had not officially taken charge or signed the minutes book. According to sources, he entered the DCCB chairman’s chamber and announced that he was taking charge as PIC.
