HYDERABAD: The National Human Rights Commission (NHRC) has issued conditional summons to Telangana’s principal secretary for higher education over the alleged ragging and death of BTech student Sai Teja, noting that the state government had failed to submit an action taken report despite being given more than four months.

The principal secretary, or an authorised representative familiar with the case, has been directed to appear before the Commission in New Delhi on October 28 and submit the required reports. The NHRC said the personal appearance could be dispensed with if the reports were received at least a week before the scheduled hearing.

The proceedings stem from a complaint filed by Sabavath Kalyan, a law student at the University of Delhi, which was received by the NHRC on September 25, 2025.

According to the complaint, Sai Teja, a Scheduled Tribe student of Siddhartha Engineering College in Hyderabad, died by suicide after allegedly being subjected to severe ragging and harassment by senior students while staying at a private hostel.

The complaint said Sai Teja had recorded a selfie video before his death narrating his ordeal. It also alleged that the college administration had failed to enforce anti-ragging regulations and UGC guidelines.

The NHRC had forwarded the complaint to the principal secretary on April 23, 2026, seeking necessary action and an action taken report within four weeks.

The Commission said it had received no response from the authorities even after more than four months and was therefore left with “no other option” but to invoke Section 13 of the Protection of Human Rights Act, 1993.

A copy of the proceedings has also been sent to the Telangana Chief Secretary for information and necessary action.

The complainant has sought an examination of the circumstances surrounding Sai Teja’s death, fixing of accountability where warranted and stricter enforcement of anti-ragging safeguards.
