Four Departments Drive Telangana’s Revenue Collection

Commercial taxes, excise, stamps and registrations, and transport departments together generated ₹1.57 lakh crore

The commercial taxes department emerged as the top contributor with collections of ₹93,840 crore
Hyderabad: Telangana has recorded a robust growth in revenue collections from four key departments during the financial year 2025-26 ending March 31, with commercial taxes, excise, stamps and registrations, and transport departments together generating ₹1.57 lakh crore.
The commercial taxes department emerged as the top contributor with collections of ₹93,840 crore, followed by the excise department at ₹40,209 crore, stamps and registrations at ₹16,000 crore, and the transport department at ₹7,100 crore. In comparison, during 2024-25, commercial taxes fetched ₹75,149 crore, excise ₹34,603 crore, and stamps and registrations ₹14,214 crore, reflecting a strong upward trend across sectors.
Out of the commercial taxes collections, GST revenue alone stood at ₹60,840 crore, comprising ₹18,212 crore from Central GST (CGST), ₹22,685 crore from State GST (SGST), and ₹19,943 crore from Integrated GST (IGST). Additionally, the department mobilised around ₹33,000 crore through VAT on petroleum products.
The excise department crossed a major milestone by recording liquor sales worth ₹40,209 crore in 2025-26, the first time since the formation of Telangana state in 2014 that sales have breached the ₹40,000 crore mark. This represents a steady rise from ₹20,859 crore in 2018-19, effectively doubling in seven years. Compared to `37,487 crore in 2024–25, liquor sales increased by ₹2,722 crore, marking a seven per cent growth.
In terms of volume, 382.91 lakh cases of liquor and 487.34 lakh cases of beer were sold during the year. While liquor sales registered a two per cent increase, beer sales declined by nine per cent compared to the previous year, when 372.25 lakh cases of liquor and 536.13 lakh cases of beer were sold.
Month-wise, liquor sales peaked in December at ₹5,051 crore with increased sales due to panchayat elections and New Year celebrations, while other months recorded steady figures, including ₹3,272 crore in April, ₹3,561 crore in May, ₹3,273 crore in June, ₹3,320 crore in July, ₹3,082 crore in August, ₹3,048 crore in September, ₹2,709 crore in October, ₹2,868 crore in November, ₹3,325 crore in January, ₹3,208 crore in February, and ₹3,486 crore in March.
The excise department also generated ₹1,771 crore through license fees from 2,620 liquor shops and ₹549 crore from 1,214 bars. A total of 95,628 applications were received for liquor shop licences, yielding ₹2,869 crore in revenue. Since the formation of Telangana state in 2014, excise revenues have shown consistent growth, rising from ₹12,706 crore in 2015–16 to ₹40,209 crore in 2025-26.
The stamps and registrations department earned ₹16,000 crore through the registration of 18.10 lakh documents during the year.
The transport department reported total revenues of ₹7,097.38 crore in 2025–26, registering a growth of 2.70 per cent over the previous year. The revenue included ₹4,714.63 crore from lifetime tax, ₹961.02 crore from quarterly tax, ₹78.35 crore from green tax, ₹820.09 crore from fees and service charges, ₹212.49 crore from enforcement activities, and ₹310.80 crore through challans.
Electric mobility was encouraged with 91,637 electric vehicles registered in 2025-26. Lifetime tax exemptions amounting to ₹769.81 crore were extended to EV owners.
