22-A Properties With Valid Approvals Get Registration Relief
Move offers relief to nearly one lakh owners with valid government approvals
Hyderabad: In a major relief to nearly one lakh property owners in and around the city, who were affected by Section 22-A, the state government on Thursday allowed registration of open plots, houses and flats included in the prohibited properties list, provided they were developed with valid approvals from competent government agencies. Applicants will have to submit at least one link document relating to a registration carried out after the property received the relevant statutory approval earlier.
The move is expected to provide relief to owners who had obtained government permissions and developed properties legally but were subsequently unable to register them because the properties figured in the Section 22-A list.
The revenue department issued orders permitting registration of such properties subject to conditions. The orders covered properties for which valid layout, building construction or apartment permissions were obtained from the GHMC, HMDA, municipalities, DTCP or other urban and rural local bodies.
Revenue minister Ponguleti Srinivas Reddy said the government was resolving the 22-A problems in a phased manner instead of treating all properties in the prohibited list alike. The nature of the land, available records, statutory approvals and legal aspects would be examined before granting relief in eligible cases, he said.
The minister said the latest orders followed Chief Minister A. Revanth Reddy's assurance in the Legislative Assembly on September 16 that genuine 22-A issues would be resolved on a fast-track basis.
A district-level committee has also been constituted to examine and resolve difficulties arising during the registration process. The committee will comprise the district collector, additional collector (local bodies), the district registrar concerned and a representative of the HMDA, municipality or rural local body concerned.
Srinivas Reddy said the latest decision was part of a series of measures being taken to resolve land and property issues that had remained pending for years. A memorandum had been issued for regularisation of houses in nearly 64 colonies in Rangareddy and Medchal-Malkajgiri districts in accordance with GO 118.
The government has also taken steps under GO 76 to resolve the long-pending regularisation issue concerning house sites of Singareni workers.
The minister said the government’s objective was to end the practice of people having to make repeated visits to government offices and courts for years over land and property matters. Decisions were being taken to provide direct relief to eligible property owners rather than keeping long-pending issues confined to files, he said.
