New Action Plan For Urban Garbage Clearance in AP

Under the Positive People Perception Tracking system, Andhra Pradesh aims to boost door-to-door garbage collection, rapid dump clearance, and drain desilting with real-time citizen feedback.

Vijayawada: In a step towards enhancing urban living standards, the Andhra Pradesh government has unveiled a state-wide action plan aimed at significantly improving its sanitation services.

Principal secretary to the municipal administration and urban development department, Suresh Kumar, announced here that this initiative formed part of the Positive People Perception Tracking (PPT) framework, operational under the state’s Real Time Governance System (RTGS).

The initiative utilises Interactive Voice Response System (IVRS) technology to collect real-time citizen feedback on urban services, with special focus on sanitation, he said.

He said, “Aa a high-level review chaired by the chief secretary Vijayanand on June 30, the government set ambitious satisfaction targets for urban local bodies, prioritising accountability and timely service delivery.

“The sanitation satisfaction targets set for 17 municipal corporations is door-to-door garbage collection at a minimum of 80 per cent; garbage dump clearance of 75 per cent and drain desilting of 75 per cent.

For 17 municipalities, the target is, door-to-door garbage collection at a minimum of 70 per cent, garbage dump clearance of 70 per cent and drain desilting of 80 per cent. 

For the remaining Nagara Panchayats, the IVRS feedback collection will commence from September.

To meet these targets, ULB Commissioners would initiate immediate and comprehensive steps in conjunction with field inspections and close supervision by municipal functionaries.

A strategic action plan to elevate urban sanitation services was formulated with door-to-door garbage collection, garbage dump clearance and drain desilting and maintenance.

Door-to-door garbage collection: The aims are 100 per cent daily coverage across all households and establishments, launching of awareness campaigns to encourage residents and businesses to cooperate with sanitation staff and refrain from open dumping, enforcing fixed route plans and timings for public health workers and monitoring of daily IVRS feedback, identifying of low-performing areas, and taking prompt corrective actions.

Garbage dump clearance initiative: The aims would be to clear all reported dumps within 24 hours of identification, formation of ward-level rapid response teams for immediate action on new dumpsites, use of real-time dashboards (PGRS & APCMMS) for tracking complaints and their resolution, uploading before-and-after photos and installation of "Cleaned within 24 hours" boards to assure public responsiveness.

Drain de-silting and maintenance: The aims are of keeping all surface drains clean and obstruction-free, with priority given to flood-prone and high-density zones, prevention of illegal dumping of garbage into drains via community awareness and vigilant monitoring, adhering to scheduled desilting and ensuring same-day removal of extracted silt, enforcing job responsibilities and accountability protocols for sanitary inspectors and ward secretaries and marking cleaned drains with "Drain Cleaned" signage to reinforce transparency.
