Prime Minister Narendra Modi— DC File

NELLORE: The Union ministry of environment, forest and climate change has granted environmental and Coastal Regulation Zone (CRZ) clearances to Bharat Petroleum Corporation Limited (BPCL) for its proposed greenfield refinery and petrochemical complex near Ramayapatnam Port, paving the way for the ambitious industrial project in Prakasam and SPSR Nellore districts.

BPCL officials are reportedly making preparations for the foundation stone-laying ceremony on December 5, with Prime Minister Narendra Modi expected to perform the ceremony.

The project, estimated to cost Rs 1,03,408 crore, will have a refining capacity of nine million tonnes per annum (MMTPA) and will be spread across 5,213 acres in Chevuru and Ravuru villages of Gudlur mandal in Prakasam district and Chennayapalem and Rudrakota villages of Kavali mandal in SPSR Nellore district.

According to the environmental clearance order dated October 27, 2026, around 30 per cent of the project area—approximately 1,564 acres—will be developed as a greenbelt.

BPCL has proposed an allocation of Rs 54 crore for community and environmental initiatives in the surrounding villages. The project is expected to generate 400 direct and 13,600 indirect jobs during construction and 1,250 direct and 3,750 indirect jobs during operations.

The clearance stipulates stringent environmental safeguards, including continuous monitoring of emissions and effluents, wastewater treatment and recycling, and compliance with prescribed pollution-control standards. BPCL must obtain other applicable statutory permissions before commencing construction and operations.
