What Trump Hasn't Done Yet: Key Policies That Could Be Next

From education reforms to economic policies, Trump's administration pushes bold conservative changes

Donald Trump's second administration has put forth an avalanche of policy changes and political pronouncements that have jolted Washington and the world. That agenda is taken largely from his Agenda 47 campaign proposals, the Heritage Foundation's Project 2025 and other hard-right influencers with juice in Trump's White House. There is much more, however, that the president and those groups discussed on the campaign trail but have yet to attempt.

Here's a look at some substantial proposals still pending:

Stripping the Department of Education
Trump aims to shut down the Department of Education, established in 1980 under President Jimmy Carter. His team has drafted an executive order to limit its functions. However, dismantling the agency involves complex legal and budgetary hurdles, including billions in federally approved spending for schools and student loans.

Tighter Abortion Restrictions
Trump’s administration is considering new restrictions on abortion pills, including revoking FDA approval for medication abortion drugs. His team may also use the Comstock Act to ban mailing abortion-related materials. Additionally, Project 2025 calls for limiting federal funding for abortion services and revising emergency care guidelines.

Education Reforms: School Choice & Teacher Tenure
Despite advocating for states’ control over education, Trump has pledged “universal school choice” and an end to teacher tenure. He also supports giving parents authority over hiring and firing principals, a responsibility traditionally held by school boards.

Targeting Universities
Trump has vowed to reshape higher education by taking control of the independent accreditation process, taxing large university endowments, and redirecting funds toward a tuition-free “American Academy.”

Tariffs & Tax Cuts
Trump has pushed for tariffs on Chinese goods and proposed a “baseline tariff” on imports. He aims to revive elements of the 2017 tax overhaul, including tax cuts for corporations and high-income earners, while eliminating taxes on tips, Social Security benefits, and overtime pay.

Labour Law Revisions
Project 2025 proposes rolling back Biden-era labor protections, including overtime pay expansion and gig worker benefits. It also seeks to loosen workplace safety rules and reduce the authority of the Occupational Safety and Health Administration (OSHA).

Ukraine & Israel Policies
Trump claims he would swiftly end the Russia-Ukraine and Israel-Hamas wars. He has floated the idea of Ukraine compensating the U.S. with access to rare earth minerals for continued military aid. Meanwhile, his involvement in ceasefire negotiations has added uncertainty to U.S. policy in the region.
