Karnataka: Tanveer Sait tables bill to protect children

The bill enables the authority to recommend to the competent authority for withdrawal of recognition or affiliation to such institutions.

Bengaluru: The death of three schoolchildren in Tumakuru district and increasing number of sexual assaults against children at CBSE and ICSE schools have made the government sit up, and on Monday, Primary and Secondary Education Minister Tanveer Sait tabled the Karnataka Education (Second Amendment) Bill, 2017 in the Assembly to tackle such issues.

The Bill will enable the state to take action for safety of children in CBSE and ICSE schools. It proposes imprisonment of a minimum of six months and a fine which may extend up to Rs 1 lakh for failing to provide safety and security for students.

Section 5A of the Bill proposes a penalty which may go up to Rs 10 lakh after giving an opportunity to be heard by the district education regulatory authority. It enables the authority to recommend to the competent authority for withdrawal of recognition or affiliation to such institutions.

Bill on transfers
Mr Sait also tabled the Karnataka State Civil Services (Regulation of Transfer of Teachers) Act, 2017, to fix the maximum teacher transfers at 15 per cent of the total number and posting teacher couples at one place.

The bill aims to streamline transfers and posting of teachers by providing them flexibility in seeking postings of their choice.

The bill looks at filling vacancies in rural areas and those under centrally sponsored schemes and seeks rotation of transfer of teachers who have served a minimum period in one of the three zones to be formed.
