India’s Compliance Puzzle Persists, But Tech-Led Platforms Are Offering a Way Out

Despite ongoing regulatory reforms, enterprises in India continue to face complex labour law compliance challenges—solutions like SaaS and AI are beginning to bridge the gap

Even as India rises in the global ease of doing business rankings, regulatory compliance, particularly around labour laws, remains a significant challenge for enterprises across sectors. Legacy systems, state-wise regulatory variations, and a heavy reliance on manual processes make it difficult for businesses to stay consistently compliant and audit-ready.

To understand how the compliance landscape is evolving and how technology is helping simplify the journey, we spoke with Mr. Mahesh Krishnamoorthy, Managing Director at Core Integra, one of India’s largest RegTech firms.

Speaking on the current scenario, Mr. Krishnamoorthy remarked, “While reforms like digitisation and labour code consolidation are welcome steps, operationalising compliance remains a major challenge. Companies continue to grapple with fragmented systems, outdated paper trails, and varying interpretations of laws across states. This is where automation and structured compliance platforms can make a real difference.”

For decades, labour law compliance in India has meant extensive paperwork, multiple registers, and direct physical engagement with authorities. However, Krishnamoorthy believes the landscape is starting to shift. “We identified two irreversible trends early on, first, that authorities would gradually begin accepting digital records, and second, that integration with government platforms would become both necessary and feasible,” he explains.

In response, Core Integra began investing in a technology-first approach to compliance management. This led to the creation of Ctrl F, a SaaS-based labour law compliance platform that processes millions of data points across 36 industries. It provides real-time visibility and control for businesses ranging from startups to large corporations.

“The goal was to move from fragmented, manual processes to a single source of truth for compliance,” says Krishnamoorthy. Ctrl F integrates smoothly with existing enterprise systems, automating filings, consolidating data across departments, and delivering actionable compliance insights across desktop and mobile interfaces.

RPA & AI Are Shaping the Future

The compliance landscape is also seeing growing adoption of Robotic Process Automation (RPA) and Artificial Intelligence (AI).“RPA helps in collecting and validating data from multiple sources quickly, while AI and ML enable intelligent decision-making and deeper insights through dashboards,” Krishnamoorthy notes. This becomes especially critical in high-volume sectors like manufacturing and logistics, where errors can lead to significant penalties.

Enabling Last-Mile Compliance

Krishnamoorthy also emphasises the importance of last-mile enablement. Core Integra has built a network of over 400 regional partners to drive adoption and implementation, especially in tier 2 and 3 cities. “From interpreting state-specific laws to assisting with documentation, our regional partnerships have been vital in making compliance accessible across geographies,” Mr. Mahesh Krishnamoorthy, Managing Director - Core Integra says.

Ctrl F also provides users with a free online compliance library and sends real-time updates via newsletters and alerts. “Proactive communication is critical in reducing non-compliance risks. We engage users at multiple levels, through our platform, direct emails, and publicly available newsletters,” he adds.

India First, But Global Ready

Discussing the road ahead, Krishnamoorthy says, “India is still underpenetrated when it comes to structured compliance. Our immediate focus is deepening our presence here. The long-term goal is to ensure that every Indian enterprise, from startups to MNCs, is labour-law compliant in both spirit and execution.”

As regulatory landscapes continue to evolve, the need for intelligent, tech-enabled compliance solutions is only set to grow. “Platforms like Ctrl F are not just about simplifying compliance, they're about fostering a culture of proactive governance,” Krishnamoorthy concludes.
