How Jio Built on Self-Reliance to Rewire the Telugu States

A decade ago, mobile data was something people rationed. Today, it powers payments, businesses, entertainment and education across Andhra Pradesh and Telangana. But behind that behavioural shift was another transformation: a telecom company building its own technology for the scale, terrain and economics of India.

Ten years is a long time in telecom.

In 2016, mobile data in India was still something to be used carefully. A video could mean checking how much data was left. A software update could wait for Wi-Fi. Streaming on a mobile connection was an indulgence. The internet was available, but it was not yet woven into everyday life.

Then came Jio.

When Reliance Jio began commercial operations on September 5, 2016, it entered the Andhra Pradesh telecom circle with no reported subscribers. In its first month, it signed up 12.4 lakh users. By June 2026, that number had grown to 325.8 lakh.

The number is striking, but it is not the whole story. The more revealing change is what happened to the region around that subscriber base.

Andhra Pradesh and Telangana went through the same transition as the rest of India, but the scale of the shift is particularly visible in the telecom numbers. The total wireless subscriber base in the Andhra Pradesh Circle increased from 747.9 lakh in September 2016 to 883 lakh in June 2026, an 18.1 per cent increase. In other words, Jio’s rise was not simply a matter of taking customers from existing operators. The market itself expanded. That distinction matters!

A telecom market grows when more people find a reason to connect, and affordable data creates reasons that did not exist when connectivity was expensive. Across towns and villages, connectivity became an economic utility rather than simply a communications service. That change can be seen in the Telugu states as clearly as anywhere else.

The phone that once existed primarily to make calls gradually became the place where people paid bills, watched entertainment, followed news, attended classes, promoted businesses and communicated with customers. The underlying infrastructure became almost invisible. That may be the most significant change of the decade.

A market turned upside down

Jio’s growth also fundamentally altered the competitive structure of the regional telecom market.

In August 2016, the Andhra Pradesh Circle had a crowded field. Airtel had 241.7 lakh subscribers, while Vodafone and Idea together accounted for 228.6 lakh. BSNL had 97.5 lakh and a collection of smaller operators, including Tata Teleservices, Reliance Communications, Aircel, Telenor and Videocon, collectively had 164.1 lakh.

A decade later, the market looks very different. Jio has 325.8 lakh subscribers, while Airtel has 394.1 lakh. Jio’s subscriber base peaked at 330.7 lakh in June 2024 before standing at 325.8 lakh in June 2026.

It was not just about cheaper data

There was another reason Jio was able to change the market so decisively: it did not enter it simply as another telecom operator buying technology from elsewhere.

Even before “Atmanirbhar Bharat” became a familiar national policy keyword, Jio had started building a significant part of its technology stack in-house.

Its engineers designed and developed an end-to-end, cloud-native standalone 5G architecture, including its own core network, operational and business support systems and advanced radio systems. They also developed integrated macro base stations, indoor and outdoor small cells and compact private-network solutions designed around the terrain and economics of the Indian subcontinent.

That is more than a technology footnote.

Telecom is an infrastructure business. The network has to work across dense cities, growing suburbs, smaller towns and difficult terrain, while remaining commercially viable. Building technology with those conditions in mind gives an operator greater control over how the network is deployed, scaled and adapted.

This is where the idea of self-reliance becomes more than a slogan. Jio’s approach was not simply about replacing imported equipment with Indian-made equipment. It was about building a technology stack around Indian requirements and controlling more of the architecture itself.

That strategic choice helped Jio do something more difficult than enter a market with an aggressive price proposition. It helped build the capacity to operate at enormous scale.

The distinction is important because cheap data alone does not explain a decade of success. The price attracted users. The infrastructure had to keep them connected. And the ability to build and control more of that infrastructure gave Jio a technological and operational foundation on which to scale. The cheap data was what consumers noticed. The technology underneath it was what made the scale possible.

The rise of the digital everyday

The most visible impact of cheap connectivity is not necessarily found in telecom statistics. It is found in ordinary transactions. Digital payments, smartphones, apps, government services and online platforms all played their part. But they require one common foundation: affordable connectivity.

The national numbers illustrate the scale of the ecosystem that grew around that foundation. Digital wallet users rose from a negligible base in FY2016 to 556 million by FY2026, while OTT audiences increased from approximately 30 million in 2016 to 601 million.

What changed in the Telugu states?

The easiest way to describe the past decade is to say that Jio added 3.25 crore subscribers. The more accurate way is to say that connectivity became part of the economic and social fabric of the region. And beneath all of this was a less visible shift in how telecom itself was built. Jio developed a technology architecture around India’s scale, terrain and economics.

For Andhra Pradesh and Telangana, the Jio decade is therefore not just a telecom story. It is the story of how a region moved from asking whether it could afford to connect to assuming that connection would always be available.
