Former Patna HC Judge Appointed Bihar Cricket Administrator
Court restrains present board from holding AGM until new administrator takes charge
New Delhi: The Supreme Court on Wednesday appointed former Patna High Court judge Justice Ashwani Kumar Singh as administrator of the Bihar Cricket Association (BCA).
Last month, the apex court had appointed former Orissa High Court Chief Justice Chakradhari Sharan Singh as the BCA administrator.
A two-judge bench comprising Justice J.B. Pardiwala and Justice K.V. Viswanathan took note of a letter from the former Orissa High Court chief justice expressing his inability to assume the role owing to personal reasons.
The apex court also restrained the present BCA board from holding its annual general meeting until the new administrator takes charge.
The court had earlier taken note of a report filed by former Supreme Court judge Justice L. Nageswara Rao, who was appointed the BCA ombudsman last August.
Describing the report as “quite exhaustive,” the court noted its conclusions and final recommendations.
The ombudsman recommended the appointment of an administrator who would be tasked with verifying the credentials of all district cricket associations (DCAs). He also made recommendations concerning fresh elections.
“Several discrepancies about the electoral college have been enumerated above. In light thereof, the elections of the BCA conducted in 2025 cannot be deemed to have been conducted freely and fairly,” the ombudsman said.
He recommended that after the administrator completed the verification of DCA clubs, the BCA electoral college should be reconstituted and elections to the DCAs and the BCA conducted in accordance with the rules and regulations governing the state cricket body and the district associations.
