Waqf Tribunal Says Data Can Be Uploaded Till Jan 3
Mutawallis are required to upload details within six months of Act
Hyderabad:A 2,500-acre land parcel in Chengicherla, on the Nizam-era Waqf records, is among the major properties facing documentation delays for registration on the Umeed portal. With the deadline ended on December-6, Telangana has recorded the uploads of 46,482 out of 63,070 Waqf properties — completing the process of notification, first and second survey and Waqf-by-user institutions — placing the state third in the country.
Data of about 16,700 properties are still pending for upload on the Umeed portal. Out of the total 63,070 properties 33,929 are Waqf Gazette-notified which are fully registered. Additionally around 12,037 new Waqf by user institutions are also registered.
The The Kitab-ul-Auqaf (Nizam era) properties number around 3,800 but only 208 are registered so far. Many documents are stuck in the CCLA’s Urdu record room, written in Farsi, Urdu and Arabic. “It requires more time to get the records and decipher them. These land parcels were notified prior to 1954 by the endowment department of the Nizam government,” explained Waqf Board chief executive officer Md. Asadullah.
“There are other land stretches at Maheshwaram of about 1,100 acres and other 4-5 large land parcels of over 1,000 acres for which documents have to be traced and verified to meet Central government requirements. I have visited the Urdu record room, where many documents are just dumped,” the CEO added.
Out of the 46,482 entries, 32,262 institutions have cleared the maker level, 9,841 are at checker level and 4,267 at approval level. Overall 74 per cent of Waqf institutions registered properties on the portal, out of 63,070.
Syed Gulam Afzal Biyabani, president of Telangana Districts Dargah Association, said that apart from officially notified institutions, many masjids were still not registered as Waqf property. “People in remote areas are unaware of the portal and the registration process. Due to this, we have filed the application in Tribunal requesting more time for uploading documents,” he said.
A mutawalli, speaking on anonymity condition, said many institutions became aware only in the last week and struggled with server issues while uploading data. He added that some masjid representatives were hesitant to register under Waqf-by-user, claiming the masjids were constructed with their own funds
Telangana Waqf Board member Syed Bandagi Badsha noted that Union minorities minister Kiren Rijiju had said that penalty clause had been suspended for three months, for makers who have registered and failed to upload any document.
The portal was closed on December 6. “They already closed the doors, how to exercise options now? Even the checker and approval process by the board cannot be processed until it is opened,: he added.
