Vacant Supervisory Posts, Delayed Service Rules Hurting Government Schools
On the National Education Policy, teacher groups said the state should refuse its implementation, arguing that it curtailed states’ rights and limited access to education for economically weaker sections.

Hyderabad: Prolonged delays in framing service rules for teachers and the continued vacancy of supervisory posts were weakening academic monitoring and affecting enrolment in government schools, teachers organisations said on Thursday.
They explained that the absence of regular district education officers, deputy education officers and mandal education officers has created a gap in supervision. “Unless comprehensive service rules are framed and supervisory posts filled without further delay, the situation would worsen,” Telangana State United Teachers Federation (TSUTF) president Chava Ravi said.
He added that the service rules must be framed in line with the 2018 Presidential Order and vacancies filled on priority. He also called for concrete steps to strengthen government schools under the state’s education policy and sought regulation of private education.

The federation also raised concerns over the uncertainty that continues around the requirement to clear the Teacher Eligibility Test. Ravi said that even four months after a Supreme Court judgment, neither the Union government nor the National Council for Teacher Education had filed a review or curative petition. He demanded immediate legal steps to protect senior teachers’ jobs.
The federation opposed any proposal to increase the retirement age and demanded immediate clearance of pending dues to retired teachers and employees. If required, the government should raise funds and clear arrears in one go, he said.
