TGHRC Takes Suo-Motu Cognizance of Boy’s Death by Stray Dogs; Seeks Report from CS

Telangana Human Rights Commission (TGHRC) on Saturday took a serious note of the death of a boy Nithin, who was attacked by a pack of stray dogs at Rupla thanda in Shivampet mandal of Medak district. The tragic incident happened when the four-year-old was on his way to a nearby grocery shop to buy biscuits. Despite being rushed to Narsapur Government Area Hospital, the boy succumbed to his injuries.
Residents had previously complained to authorities about the growing menace of stray dogs, but no remedial measures were taken. The Commission noted with concern that over the past several years, fatal attacks by stray dogs have continued to claim innocent lives, especially among children.
“It is a matter of grave concern that despite repeated incidents, there appears to be a failure on the part of the concerned authorities to address the menace effectively,” the Commission said. Such incidents raise important issues pertaining to the right to life, health and safety under Article 21 of the Constitution of India and amount to prima facie violation of basic human rights. Therefore, the issue was taken on file as ‘suo-motu cognisance’ and a comprehensive report is called for from the chief secretary (CS). The rights panel also sought a report related to statistical data, showing all cases of deaths caused due to stray dogbite cases or attacks in the state from 2020 to 2025 till date, by 11 am on August 29, 2025.
