TGHRC Orders Action over Lack of Basic Amenities in Government Schools

Hyderabad: The Telangana Human Rights Commission (TGHRC), headed by its chairperson Dr. Justice Shameem Akther has passed an order concerning the reported lack of adequate infrastructure and basic amenities in government schools across Telangana.
The Commission took suo motu cognizance of a news report published in vernacular daily on July 3, 2026, which highlighted the shortage of classrooms and basic facilities in government schools, including reports of students attending classes under trees, in verandahs and community buildings. The report also raised concerns regarding inadequate toilet facilities.
Pursuant to the Commission’s directions, reports were obtained from the authorities concerned regarding the position in Adilabad, Jangaon, Nalgonda and Suryapet districts. The reports revealed that several government schools continue to have infrastructure deficiencies, including dilapidated classrooms, classrooms requiring major and minor repairs and shortage of toilet facilities.
In Nalgonda district, the District Educational Officer inspected the school at Vootkur Village, Nidamanur Mandal, referred to in the report. It was reported that students had temporarily been made to sit under trees during repairs to damaged tin-roof classrooms following heavy rains.
The Commission also noted that sanctioned construction had earlier not materialised due to non-availability of suitable land.
The Commission observed that such deficiencies directly affect the safety, health, dignity and educational environment of students. It further observed that the Right to Education under Article 21A of the Constitution necessarily includes a safe and conducive environment for children to pursue their education.
The Commission recommended that the Principal Secretary to Government, School Education Department, call for reports from all District Educational Officers across Telangana regarding infrastructure and basic amenities in government schools and take up the matter with the Chief Secretary to Government.
The Commission directed that prompt and effective measures be taken to provide safe classrooms, functional toilet facilities and other basic amenities, undertake necessary repairs and complete pending works, thereby ensuring a safe, dignified and conducive educational environment for children.
The Principal Secretary to Government, School Education Department, has been directed to comply with the recommendation and report compliance to the Commission within six months from the date of receipt of the order, in accordance with Section 18(e) of the Protection of Human Rights Act-1993.
With the above recommendation and observations, the proceedings in HRC No.2638 of 2026 were closed.
