Telangana to Double Investment on Health from 4% to 8%

Digital health will serve as the backbone of Telangana’s future-ready public health ecosystem.

Hyderabad: Telangana has proposed doubling health investment from the current four per cent of Gross State Domestic Product (GSDP) to eight per cent, revealed a health-focused roadmap under its Telangana Rising 2047 vision.

According to the document, higher health spending will reduce losses from non-communicable diseases and maternal-child conditions, while expanding medical tourism, biotechnology, diagnostics, nursing and digital health employment.

Nutrition has been positioned as a foundational priority for inclusive development. The state plans to address under nutrition, micronutrient deficiencies and rising obesity through programmes targeting pregnant and lactating women, children under five, adolescents and low-income households.

A massive infrastructure investment of Rs.30,000 crore is planned to expand equitable access to care, financed through state budgets, central support and international development partnerships. Over 1,800 primary and 140 secondary hospitals will be upgraded, with Rs.9,400 crore earmarked for super-specialty development across TIMS campuses.

Digital health will serve as the backbone of Telangana’s future-ready public health ecosystem. The state plans ABHA-linked digital profiles for all citizens, unified electronic health records across public and private sectors, and real-time data systems through a strengthened e-HMIS.

Health facility and health professional registries will be fully updated, while telemedicine, tele-ICU services, MedLaPR for medico-legal digitalisation and OPD scan-and-share systems will be expanded.

AI-driven surveillance modules will support early detection of sepsis, lung disease, NAFLD and high-risk pregnancies. One Health surveillance will integrate human, animal and environmental health data to monitor zoonotic diseases and antimicrobial resistance.

Maternal health forms a central pillar of the 2047 roadmap, with the state aiming for global standards in outcomes, respectful and safe childbirth, and stronger antenatal and postnatal care.

Telangana will focus on 100 per cent WASH compliance across schools, Anganwadi’s and health facilities, ensuring safe drinking water. Child and adolescent health will be strengthened through a comprehensive school- and community-based model.

District-level genetic and metabolic screening centres will detect conditions such as Thalassaemia, sickle cell disease, haemophilia, Autism and Down Syndrome, with linkages to early intervention clinics.
