Telangana Shifts Granite Seigniorage Fee Exclusively To Metric Tonne System From Nov 1
Under the amended rules, the seigniorage fee for black granite has been fixed at ₹1,633 per MT for export and ₹1,252 per metric tonne for domestic use, and, for colour granite, ₹1,354 and ₹1,176 respectively

Hyderabad: The state government has amended the Telangana Minor Mineral Concession Rules, 1966, to bring the collection of seigniorage fee on black granite and colour granite exclusively under the metric tonne (MT) system, ending the earlier practice of collecting the fee on both on metric tonne and cubic metre basis. The revised system will come into effect from November 1. The industries and commerce department issued GO 34 on Tuesday, amending Serial No.s 13 and 14 of Schedule-I under Rule 10 of the Telangana Minor Mineral Concession Rules, 1966.
Under the amended rules, the seigniorage fee for black granite has been fixed at ₹1,633 per MT for export and ₹1,252 per metric tonne for domestic use, and, for colour granite, ₹1,354 and ₹1,176 respectively.
The government had earlier revised the seigniorage fee rates for Schedule-I and Schedule-III minor minerals through GO 14 dated July 8, 2025. While the fee collection for other minor minerals was prescribed on a metric tonne basis, black granite and colour granite continued to have rates specified under both metric tonne and cubic metre measurements.
The director of mines and geology subsequently proposed that the fee for both varieties of granite be collected exclusively on a metric tonne basis. After examining the proposal, the government decided to amend the relevant provisions. The notification also specifies the classification of granite blocks for determining the applicable rates. Granite transported outside Telangana, whether to another state or a foreign country, will be classified as export, while granite transported within the state will be treated as domestic.
The government clarified that a transit form or transit pass will be valid only for the purpose for which it is issued. If the mineral is transported for any purpose other than the one specified in the permit, the transit form or pass will be treated as invalid. The Director of Mines and Geology has been directed to develop and operationalise an online module for implementing granite permits in metric tonnes in accordance with the amended rules. The amendment has been issued under Section 15(1) of the Mines and Minerals (Development and Regulation) Act, 1957.
