Telangana HC Seeks State Stand on Property List

Petitioner says missing Section 22-A list causes hardship and risks property disputes

Hyderabad: The Telangana High Court has directed the state government’s counsel to inform the government’s stand on a petition challenging the alleged failure of the registration department to make the updated list of properties placed under the prohibited category under Section 22‑A of the Registration Act, 1908, available on its official website.

Petitioner Amera Pasha contended that the non‑availability of the list in the public domain was causing serious hardship to citizens seeking to verify the status of immovable properties before entering into transactions.

Justice N.V. Shravan Kumar observed that details of agricultural lands included in the prohibited list, including lands treated as nala‑converted wherever applicable, should be made available in the public domain. The matter was adjourned to August 20 for further hearing.

Appearing for the petitioner, advocate Vijay Gopal submitted that repeated attempts to access the prohibited properties list through the registration department’s website had failed. The site displayed a message stating that the list was “under review” and would be published soon.

The petitioner claimed that even after completing mobile‑number verification and the OTP process, the complete and updated list was not available in a searchable or downloadable format, whether mandal‑wise, district‑wise or survey‑number‑wise.

It was further alleged that in several instances, properties actually included in the prohibited list were not shown as prohibited on the website. The petitioner said this could mislead prospective purchasers into believing such properties were eligible for registration, potentially resulting in financial losses and prolonged litigation.

HC seeks state govt’s reply on Raidurg land auction

The Telangana High Court has directed the Telangana State Industrial Infrastructure Corporation (TGIIC), Hyderabad Metropolitan Development Authority (HMDA) and the principal secretary of the municipal administration to file counters, along with photographs, in a petition challenging the proposed e-auction of two prime land parcels measuring about 10 acres in Survey No. 83/1 of Raidurg Panmaktha in Ranga Reddy district. The petitioner claims that the parcels fall within a notified heritage precinct and a rock-preservation area.

Justice Nagesh Bheemapaka directed the TGIIC to file its counter and posted the case to August 20. The court also directed that copies of the counter and photographs be duly served on the petitioner.

The petition was filed by Dr Ravindranath Soory, challenging the e-auction notification issued by TGIIC on August 1, 2026, proposing the auction of Plot Nos. P1 and P2 in Survey No. 83/1 of Raidurg Panmaktha village, Serilingampally mandal.

The petitioner contended that the disputed land, located in the vicinity of Durgam Cheruvu, had been classified and recorded as a ‘Heritage Precinct’ under GO Ms No. 4 of the municipal administration and urban development department, dated January 2, 2003. He alleged that the proposed auction was contrary to the government order and various technical committee reports recommending the preservation of the heritage features and rock formations in the area.

Senior counsel appearing for the petitioner submitted that technical committees constituted in 2013 and again in January 2026 had identified portions of Survey No. 83/1 that required preservation. He contended that a subsequent report was inconsistent with the earlier recommendations and was being relied upon to facilitate the alienation of land forming part of the heritage precinct.

The petitioner sought the quashing of the e-auction notification insofar as it relates to Plot No.s P1 and P2 and requested the court to restrain the authorities from confirming any bid, creating third-party rights or permitting the development of land falling within the identified Rock Preserved Area.

He further sought a direction to the authorities to place before the court the approved survey sketch and geo-referenced demarcation establishing whether the two plots fall outside the Rock Preserved Area identified in the technical committee report dated January 27, 2026, and its addendum.
