Telangana HC Questions Delay In Teacher Postings Under Sport Quota

The petition wanted the state government to consider his candidature under the two per cent sports quota for the post of SGT Telugu in Ranga Reddy district under the DSC 2024 notification.

Hyderabad: The Telangana High Court on Thursday asked the state government as to why no recruitment was made in 2024 under the DSC sports quota despite repeated directions.

While hearing a petition filed by Kethavath Hari Krishna,a national athlete from Ranga Reddy district, Justice Pulla Karthik asked why the cases linked to the sports quota are still before the court and raised concern over the prolonged delay.

The petition wanted the state government to consider his candidature under the two per cent sports quota for the post of SGT Telugu in Ranga Reddy district under the DSC 2024 notification.

The petitioner stated that he submitted representations on November 1, 2025 and November 25, 2025, requesting appointment against the sports roster points 48 and 98 as provided under G.O. Ms. No. 74 dated August 9, 2021. However, he said the authorities had not taken any decision on his representations and alleged that the inaction was illegal, arbitrary, biased, unconstitutional and contrary to the principles of natural justice.

The petitioner said the recruitment process still remains unfinished, which has allowed unqualified individuals to continue in their posts for 15 months. A fresh set of notices has been issued to school education department officials over irregularities reported in the quota appointments.

The Telangana government’s lawyer informed the court that the 2024 DSC sports quota recruitments remain incomplete. The court noted this admission and pointed to the need for a clear explanation from the department, which has not filed its response despite earlier instructions. The bench also questioned why counter-affidavits have still not been submitted.

The court recorded that several aspects of the matter remain unanswered because the department has not filed counter-affidavits so far. It directed the state government, the youth and sports department, the director of school education, the Sports Authority of Telangana State and the District Education Authority of Ranga Reddy to file counter-affidavits.

The case has been adjourned to January 22 for further proceedings.

According to the petitioner, the delay has produced a sense of helplessness among those who trained for years, expecting a fair selection cycle. “I am a national player,” he said, adding that the stalled process has pushed many candidates into distress. “This delay is giving the government a bad impression among aspirants.”

“In every district, one or two posts were supposed to be there. Sixty-six posts are open and 33 posts are for national sports persons. In September 2024, there were 11,000 government posts and a two per cent roster point. That means 97 posts for sports quota.” He said candidates are simply waiting for the next date, which is to be scheduled in January.

The petitioner said the verification process itself shows how much time has passed without resolution. “The school education commissioner and the Sports Authority of Telangana did re-verification of 393 numbers in each district,” he said.
