Telangana HC: Diplomas Equivalent to Intermediate

Telangana High Court made it clear that two-year diploma courses like Diploma in Electrical and Electronic Engineering offered by the Telangana Board of Technical Education and Training were equivalent to Intermediate courses.

Hyderabad: The Telangana High Court made it clear that two-year diploma courses like Diploma in Electrical and Electronic Engineering offered by the Telangana Board of Technical Education and Training were equivalent to Intermediate courses. The court said that the government departments could not take different standards in recognising the courses offered by the state.

Justice K. Lakshman was dealing with a petition filed by Kampela Harish, who complained against the convener of Deecet (Diploma in Elementary Education Common Entrance Test) for not accepting his Diploma in Technical Education course as equivalent to Intermediate, and rejecting his application into Diploma in Elementary Education and Diploma in Pre-School Education.

Vijay Kumar Panuganti, counsel for the petitioner, submitted that GO 112 dated October 27, 2001, issued by the Board of Technical Education clearly stated that the diploma was on par with Intermediate course. Government counsel for higher education also said that the course was on par with the Intermediate course.

Counsel for the school education department disagreed, and argued that there were no languages like Telugu or English in the diploma course offered by the Technical Education Board. Study of languages was necessary for admission into the Diploma in Elementary Education or pre-school education. Candidates who complete the diploma courses would become eligible for the post of Secondary Grade Teacher (SGT), and they could not teach students without studying languages.

The court did not accept the contention and asked that when the government itself had issued the GO in 2001, how could anyone go contrary to it.
