Telangana Govt to Table Lifts and Escalators Bill In Cabinet
The draft comes in the wake of frequent lift accidents across the state and following directions from the Telangana High Court. Chief Minister A. Revanth Reddy approved the draft on June 25.
Hyderabad: The proposed Telangana Lifts, Escalators and Moving Walks Act, 2025 is currently in its final approval stage, pending official enactment. The Bill will soon be placed before the Cabinet and later tabled in the State Legislature for approval.
The draft comes in the wake of frequent lift accidents across the state and following directions from the Telangana High Court. Chief Minister A. Revanth Reddy approved the draft on June 25. It will now be sent to the Cabinet for consideration after clearance from the Law Department.
The High Court was hearing a PIL that sought government action on issues caused by faulty lifts and elevators. The petition sought directions to ensure public safety and urged the state to create a statutory framework for the installation, maintenance, and safe operation of lifts. The HC expressed displeasure over the delay in enacting a law to regulate the safety of lifts and escalators in the state, and directed the government to file a fresh affidavit on its progress.
In an affidavit, the government told the court that a draft Act had been prepared and was under consideration. It added that the law is expected to come into force within about six months of enactment.
Key provisions in the draft include:
Mandatory registration: Companies manufacturing lifts will have to register under the new law.
Quality standards: Every lift, escalator and moving walk installed in buildings and homes must meet prescribed Bureau of Standards (BIS) norms.
Annual inspections: Government-appointed inspectors will conduct yearly safety checks.
Certified maintenance: Maintenance will be allowed only through recognized technicians and agencies.
Consumer protection: Consumers can file cases in consumer forums against companies that supply faulty lifts.
Welcoming the move, Telangana Elevators Association President Avinash Challa said the law is a positive step. He also urged the government to reduce GST on lifts to 18 percent, calling them an essential service.
The Andhra Pradesh Legislative Assembly had passed the Andhra Pradesh Lifts and Escalators Bill, 2025 in March last year to create a legal framework for registration, installation, maintenance, and safe operation of lifts and escalators.
