Telangana Govt Offers 2 DAs to Employees, Pensoners but Unions Divided

Hyderabad: The state government on Wednesday offered to clear two of the six pending dearness allowance (DAs) instalments for employees and pensioners, one during Dasara and another during Ugadi, but did not give firm timelines on the new Pay Revision Commission (PRC), pending bills or removal of the Contributory Pension Scheme (CPS).
Chief Secretary Sanjay Jaju held discussions with employees' unions at the Secretariat on their long-pending demands. The government indicated that it would propose the DA arrear payments during the Cabinet meeting.
The response led to differences among the unions. The TGEJAC led by chairman Maram Jagadishwar said the talks failed to yield concrete, time-bound decisions on their four major demands and expressed dissatisfaction with the outcome. He stated that the TGEJAC would announce its next course action on Thursday. The other JAC led by chairman V Lachi Reddy did not announce any plans.
On pending bills, the TGEJAC sought restoration of monthly payments of around Rs 2,000 crore. The government said it could presently clear around Rs 1,000 crore a month. On the PRC, it said the commission's report was expected in another one or two months, after which a political decision would be taken.
On abolition of Contributory Pension Scheme (CPS), the government proposed constituting a committee of employees and officials to study the issue and submit a report at the earliest. However, no timeline was given for the committee or report, while there was no clarity on employees appointed on or before September 1, 2004, the TGEJAC said.

Meanwhile, another JAC led by chairman V. Lachi Reddy took a relatively positive view of the government's response and urged it to prioritise the problems of employees and pensioners.
Lachi Reddy said Jaju had responded positively to their demands and indicated that the government was favourably considering two DAs. He also said the proposed CPS committee would study the issue and submit its report at the earliest.
