Telangana Budget Utilisation Nears 93 Per Cent
Revenue receipts improved to ₹1,81,810.53 crore, achieving 79.14 per cent of estimates compared to 75.85 per cent last year.

Hyderabad: Telangana has achieved a budget utilisation of 92.95 per cent in 2025‑26, a sharp rise from 83.64 per cent in 2024‑25, according to the CAG’s State Accounts at a Glance report released Wednesday. The Congress government was credited with presenting a “near realistic budget.”
Revenue receipts improved to ₹1,81,810.53 crore, achieving 79.14 per cent of estimates compared to 75.85 per cent last year. Yet, finances remained under strain with a revenue deficit of ₹9,235.06 crore and a fiscal deficit of ₹77,762.35 crore. Total receipts stood at ₹2,60,007.65 crore against estimates of ₹2,84,837.30 crore (91.28 per cent), while expenditure reached ₹2,44,918.90 crore (92.95 per cent).
Tax revenue remained the backbone of the exchequer, rising to ₹1,52,400.91 crore from ₹1,36,283.47 crore, achieving 86.93 per cent of estimates. GST collections climbed to ₹52,375.58 crore (87.72 per cent), while stamps and registration revenue surged to ₹15,251.03 crore (79.90 per cent, up from 46.48 per cent). Sales tax stood at ₹33,292.58 crore, though achievement slipped to 88.87 per cent from 95.12 per cent. Excise duties fetched ₹22,359.52 crore (80.94 per cent), and the state’s share in Union taxes was ₹21,080.82 crore (99.46 per cent). Other taxes contributed ₹8,040.76 crore.
Non‑tax revenue fell to ₹18,986.64 crore (60.05 per cent) from ₹23,607.77 crore last year. Grants‑in‑aid improved to ₹10,422.98 crore (45.75 per cent), compared to 36.57 per cent previously.
Revenue expenditure rose to ₹1,91,045.59 crore (84.17 per cent). Interest payments surged to ₹29,679.42 crore (153.23 per cent), salaries to ₹47,400.10 crore (106.57 per cent), pensions to ₹19,371.21 crore (147.76 per cent), and subsidies to ₹14,549.30 crore (87.73 per cent). Expenditure on the revenue account excluding interest, salaries, pensions and subsidies stood at ₹80,045.56 crore, marginally higher in achievement terms at 59.99 per cent.
Capital receipts touched ₹78,197.12 crore (141.88 per cent), driven by borrowings of ₹77,762.35 crore. Recovery of loans and advances was limited to ₹434.77 crore. Capital expenditure hit ₹53,873.31 crore (147.58 per cent).
The general sector consumed ₹70,031.91 crore, the social sector ₹85,758.92 crore, and the economic sector ₹89,116.94 crore. Loans and advances disbursed by the government stood at ₹15,088.75 crore.
The CAG noted borrowings included net public debt of ₹70,806.88 crore and public account liabilities of ₹7,206.04 crore, while details of guarantees and public account borrowings were not furnished by the state.
