Telangana Assembly Passes Resolution Condemning Remarks against Speaker

The MLCs made the remarks on Monday within the Assembly precincts near gate number three against the Speaker

Hyderabad: Minister for Health and Family Welfare, Damodara Raja Narasimha on Tuesday said the Telangana Assembly passed a resolution in the house condemning the highly derogatory, insulting and unparliamentary utterances purported to have been made by BRS MLCs Tata Madhusudhan and N Naveen Kumar Reddy against the Assembly Speaker Gaddam Prasad Kumar.

The MLCs made the remarks on Monday within the Assembly precincts near gate number three against the Speaker. The House also condemned in unequivocal words the indecent behaviour of the above two members by removing the t-shirts in public before women which, besides being highly objectionable, amounts to outrage of the modesty of the women present at the place of the incident.

This House considers such conduct to be wholly unbecoming of a Member of the Legislative Council and seriously prejudicial to the dignity, authority and constitutional position of the Speaker and to the dignity, privileges and institutional integrity of the Telangana Legislative Assembly.

This House declares that no political disagreement, personal grievance or difference of opinion can justify conduct intended or having the effect of lowering the dignity and authority of the Presiding Officer or impairing the orderly functioning of the Legislative Assembly.

The House resolves that the Leader of the Opposition, K Chandrashekhar Rao should own responsibility for the said unbecoming conduct of the members of his party and tender unconditional apology to the Speaker in the interest of institutional integrity, decency and decorum of this House.

This House further resolves that having regard to the fact that Tata Madhusudhan and Naveen Kumar Reddy, both are sitting Members of the Telangana Legislative Council, a copy of this Resolution, together with the notice of breach of privilege issued by the members, the material placed before the House and the proceedings relating thereto, be forwarded to the Chairman of the Telangana Legislative Council for consideration and for taking such action as the Chairman and the Telangana Legislative Council may deem appropriate and permissible under the Constitution, the Rules of Procedure and Conduct of Business, directions and the law relating to the privileges and discipline of the Legislative Council.
