SCCL Coal Stock Lowest In Decade, Site Visit Certificate Introduced After Contractors Abandoned Works

HYDERABAD: Coal stock of the Singareni Collieries Company Limited (SCCL) stood at 2.651 million tonnes; the lowest level recorded in the past decade and below the 2014–2024 average of about 5 million tonnes.
SCCL maintains a working minimum of roughly 3 million tonnes to meet about 15 days’ thermal power requirements during the monsoon. The company clarified that the coal stocks naturally fluctuate with seasonal production cycles and it has been maintaining continuous daily production and dispatch from 39 mines and coal handling plants (CHPs).
In a statement, the SCCL also explained the rationale for introducing a site visit certificate for overburden (OB) removal tenders in May 2025. The measure followed instances where contractors, having failed to adequately assess local geography, infrastructure and socio-political conditions, abandoned or delayed OB works.
SCCL said the certificate ensures bidders fully understand site conditions, safety needs and scope of work so they quote responsibly — a practice already used by other government and private organisations and previously applied within SCCL for CHP projects. The company emphasised the rule is meant to improve execution and not to restrict competition. It has been facilitating site visits and issuing certificates to contractors who inspect sites.
