Revanth Urges Modi To Set Up Task Force For Urban Development In Metros
CM presented a report - Telangana Rising 2047 at Governing Council of NITI Aayog chaired by Prime Minister Narendra Modi in New Delhi

Hyderabad: Chief Minister A Revanth Reddy on Saturday said Telangana exemplifies a governance model rooted in data, transparency, inclusion, and innovation.
He said this while presenting a report - Telangana Rising 2047 at Governing Council of NITI Aayog chaired by Prime Minister Narendra Modi in New Delhi.
As India is a Union of States, the vision of Viksit Bharat - a developed India - can only be realised through the inclusive and sustained development of all its states and union territories. The progress of the nation is intrinsically linked to the progress of each of its constituent units.
“It is, therefore, imperative that we support, catalyse, and harness the potential of rapidly advancing states, while simultaneously extending every necessary assistance to those that are still catching up. This balance is crucial to achieving equitable national growth,” he said.
“In this collective endeavour, I present Telangana Rising 2047 as a sincere contribution from our state and its people to the larger vision of Viksit Bharat. This roadmap reflects our aspirations and determination. However, as the saying goes, one hand alone cannot clap. The realisation of such a bold and transformative vision requires the active partnership and support of the Central government. We look forward to working together in the true spirit of cooperative federalism,” he said.
“I would like to place on record the ambition of Telangana to be amongst the first cohorts of Indian States which would achieve a GSDP of $1 trillion. While current national projections estimate this milestone over a 15-year horizon, we are committed to accelerating this journey and achieving the target within a decade. This is not merely an aspiration, but a goal backed by strategic planning and a clear sense of direction,” the Chief Minister said.
“As we advance towards a more developed and equitable India, the spirit of cooperative federalism must guide our journey. States are not only laboratories of innovation but are also the engines of national growth. Telangana is proud to be a strong contributor to India’s GDP and a leader in industrial, technological, and governance reform.”
“As we look ahead to the centenary of India’s independence in 2047, the vision of a Viksit Bharat with a $30 trillion economy is both inspiring and within reach.”
In this ambitious national journey, Telangana is determined to play a leading role. The State envisions itself as a Viksit Rajya, contributing eight per cent to the national GDP by 2047. This translates to a targeted Gross State Domestic Product (GSDP) of $2.4 trillion, positioning Telangana as a growth engine not just regionally, but nationally, Revanth Reddy explained.
Telangana is ready to shoulder this responsibility and lead from the front in realising the national goal of Viksit Bharat 204. Telangana exemplifies a governance model rooted in data, transparency, inclusion, and innovation. “Let us, as a nation, harness the power of knowledge, equity, and cooperative federalism to build an India defined by justice, prosperity, and opportunity for all,” he said.
Before concluding, it is imperative to recognise the economic significance of India’s top six metropolitan cities—Mumbai, Delhi, Bengaluru, Kolkata, Chennai, and Hyderabad.
These cities, together accounting for a major share of India’s urban GDP, serve as critical engines of economic growth, innovation, and job creation. For instance, Mumbai and Delhi contribute Rs.25.8 lakh crore and Rs.24.5 lakh crore respectively, while Hyderabad— despite its smaller size—already contributes nearly 2.5 per cent of the national GDP.
These mega-cities are not just economic centres but hubs of talent, investment, and technological advancement. To harness their full potential, there is a pressing need to establish a national-level Task Force under the leadership of the Prime Minister and the respective Chief Ministers. This task force must focus on comprehensive urban development, infrastructure investment, and governance reforms specific to these metros.
A dedicated and coordinated strategy for these cities will help catalyse national economic momentum, generate millions of jobs, and elevate India’s position in the global urban economy.Revanth Reddy discussed crucial issues with the Prime Minister during the meeting in New Delhi
I. Hyderabad metro rail phase II
* Phase-I of Hyderabad Metro has 3 Corridors (69 Kms)
* Phase-I implemented with Rs. 22,000 Crores.
* Urgent need to expand Metro to many other parts of the city.
* No expansion taken up in last 10 years by previous Government.
* Present Government has submitted proposals for Phase-II expansion project.
* Phase-II has 5 Corridors covering 76.4 Kms.
* Phase-II will be a JV Project between Government of India and
Government of Telangana.
* Estimated cost of Phase-II is Rs. 24,269 Crores.
* As per approved norms, Govt of India’s share will be 18% (Rs. 4230
Crore); Govt of Telangana’s share will be 30% (Rs. 7313 Crore) and
Debt component will be 48% (Rs. 11,693 Crore).
* Chennai Metro Phase-II approved in October, 2024 (Rs. 63,246 Cr)
Bangalore Metro Phase-II approved in April, 2021 (Rs. 14,788 Cr)
Bangalore Metro Phase-III approved in August, 2024 (Rs. 15,611 Cr)
* Telangana Government has submitted Phase-II proposals to Ministry of Housing and Urban Affairs on 4th November, 2025. Ministry of Housing and Urban Affairs has sought some clarifications from Government of Telangana, which have been replied to.
* Request to instruct MoHUA to expedite and give Cabinet approval for Hyderabad Metro Rail Phase-II Project.
II. Regional Ring Road
* The Government of Telangana had proposed the following two National
Highways which together makes a ring around Hyderabad i.e. Regional
Ring Road.
➢ Sangareddy (on NH 161) – Narsapur – Toopran - Gajwel Jagdevpur
– Bhongir - Choutuppal (on NH 65) Northern Part.
➢ Chotuppal (on NH 65)- Amangal - Shadnagar - Sangareddy -
Southern Part.
* Northern Part:
➢ The land acquisition for this green field project was initiated by NHAI
in 2022. Telangana Government is sharing 50% of LA cost involved
in this project and awards for more than 90% of the lands have
been sent by State government to NHAI for its approval.
➢ Tenders were already invited by NHAI.
➢ Request to give financial approval and Cabinet approval for this
project.
* Southern Part:
➢ Request to sanction the Southern part of RRR along with Northern
corridor parallelly.
➢ As Hyderabad is fast growing with rapid growth of IT sector, Pharma
industries, logistic parks etc., the present Outer Ring Road will be
saturated in another 5 years. Already Traffic density has crossed one lakh CPU per day.
➢ Furthermore, if Southern part is proposed to be taken up after
completion of Northern part, there will be a huge appreciation in the
cost of Land Acquisition besides construction cost for the Southern
part.
➢ Unless both Northern and Southern parts are taken up
simultaneously and completed fully, both Roads cannot be put to
efficient use.
➢ Telangana Government is willing to share 50% of the land
acquisition cost for Southern part also as this will fulfill the
aspirations of the people of Telangana.
* Regional Ring Railway:
➢ It is proposed to lay a Railway line parallel to the Regional Ring
Road.
➢ The Railway line will form a ring around 370 Kms long Regional Ring
Road.
➢ This will open up the Telangana State drastically and result in
transformative changes.
* Green field highway from Bandar port to Dry port near
Hyderabad:
➢ The state contributes 35% of the country's pharmaceutical
production.
➢ The Green field Express way proposed from Dry Port to Bandar Port will enhance connectivity and reduce freight cost and supports the
region’s industrial and export requirements.
* Dry Port to Port, Railway Connectivity:
➢ Green field Railway line alongside proposed Port Highway will
enhance strategic connectivity.
➢ It will improve and boost manufacturing sectors and create new jobs in Telangana.
III. Request for Support: Strengthening Telangana's Position in India's Semiconductor Ecosystem
* Telangana’s Commitment to Semiconductor Growth and Strategic Advantage
➢ The state is fully aligned with India’s Semiconductor Mission (ISM) and aims to be a premier hub for advanced semiconductor and electronics manufacturing.
➢ Hyderabad has a strong ecosystem with global R&D centres (AMD, Qualcomm, NVIDIA) and major manufacturers (Foxconn, Kaynes), reinforcing its potential.
➢ The state offers seismic safety, industrial land, a skilled workforce, and strong infrastructure, making it a prime location for semiconductor investments.
* Request for Central Government Support
➢ The Prime Minister’s intervention is requested to secure ISM project
approval for Telangana, which will strengthen investor confidence and
align with India’s goal of $500 billion electronics production by 2030.
➢ ISM Project approval will accelerate electronics manufacturing, create
high-value jobs, and enhance India’s position in the global semiconductor supply chain.
IV. Request for support of Defence Projects
Request for support of Defence Projects of both Defence PSUs and Private Sector Defence JVs, Capacity building of Defence MSMEs and Promotion of Defence Ecosystem in Hyderabad.
* Telangana’s Role in Defence & Aerospace
➢ Hyderabad has emerged as the largest Make in India hub for aerospace and defence, backed by DRDO labs and over a dozen Defence PSUs.
➢ The ecosystem includes 1,000+ MSMEs supplying components to global and national defence OEMs and attracting global giants like Lockheed Martin, Boeing, GE, Safran, and Honeywell.
* Need for Fast-track Approvals for Defence JVs & Offsets
➢ OEMs express strong interest in Telangana but require assured Government of India orders.
➢ Request for a dedicated approval channel to attract global investments and boost exports.
* Hyderabad-Bangalore Defence Corridor Proposal
➢ Industries are encouraged towards UP, Tamil Nadu, Gujarat & Andhra Pradesh, as against mature and rich ecosystems such as Hyderabad and Bangalore.
➢ Request official notification of Hyderabad-Bangalore as a Defence Corridor for parity in support.
* Hosting DefExpo in Hyderabad
➢ As a leading defence manufacturing hub, Hyderabad deserves to host the next DefExpo.
* Policy Support: Incentives for Defence MSMEs
➢ Defence MSMEs require PLI & incentives due to high investment and long gestation periods
