Revanth Reddy Proposes Unified Welfare Card for Every Citizen
Single card to track all scheme benefits, enable AI-based profiling, and improve transparency in welfare delivery

Hyderabad: Chief Minister Revanth Reddy has directed officials to design a “Unified Welfare Card” that will consolidate details of all government welfare schemes availed by each citizen into a single platform.
Reviewing the proposal with senior officials, including Duddilla Sridhar Babu, the Chief Minister said the card should clearly show which schemes a person benefits from, through which department, and to what extent. He instructed authorities to immediately begin collecting beneficiary data from all departments through a special drive.
The CM said the unified card would provide a comprehensive welfare profile of every citizen and, when analysed using artificial intelligence, would enhance transparency and efficiency in scheme implementation. It would also help ensure that benefits reach genuine beneficiaries while identifying ineligible recipients.
He suggested that instead of multiple department-specific cards, a single integrated card should be developed under the IT department, possibly with a unique identification number similar to Aadhaar at the state level.
The proposed card will include details of schemes such as Aarogyasri, Chief Minister’s Relief Fund, fee reimbursement, labour and education department benefits, and various insurance programmes. The CM also called for linking data from the recent socio-economic, educational, employment and caste survey to the system.
Officials were further directed to integrate real-time updates, such as death registrations being reflected in pension databases, and to include citizens’ health profiles. The IT department was also asked to compile data on contract and outsourcing staff across departments.
Revanth Reddy emphasised that the unified welfare card should ultimately help assess the impact of every government scheme and ensure that benefits effectively reach the poor.
