HYDERABAD: The Congress government has disbursed cheques amounting to ₹1,685 crore under the Chief Minister’s Relief Fund (CMRF) over the last two years, extending critical medical assistance to 3.76 lakh beneficiaries from poor and middle-class families.
According to official data released on Wednesday, the Congress government has nearly doubled the annual average CMRF disbursement compared to the previous BRS regime.
While the BRS government spent around ₹450 crore per year between 2014 and 2024, the current Congress government has averaged close to ₹850 crore annually, setting a new benchmark in financial aid distribution for medical treatment.
The CMRF assistance operates through two major mechanisms. Under the Letter of Credit (LOC) system, beneficiaries receive an official authorisation letter assuring payment for treatment at designated government hospitals such as NIMS, MNJ Cancer Hospital, and the Government ENT Hospital. Patients availing treatment through this system are not required to make any advance payments up to the sanctioned amount.
The second mechanism is the Reimbursement System, under which individuals who have already undergone treatment at government, private, or corporate hospitals may apply for partial reimbursement of their medical expenses by submitting the required bills and documents.
Between December 2023 and December 2025, the government processed 27,421 LOC cases, sanctioning ₹533.69 crore. Of these, NIMS alone accounted for 26,694 beneficiaries, while 316 patients at MNJ Cancer Hospital and 196 individuals at the Government ENT Hospital received LOC-based support.
The reimbursement category saw a significantly higher volume, with 3,48,952 cases receiving ₹1,152.10 crore, reflecting its widespread utilisation across hospitals of all types.
To enhance transparency and eliminate middlemen, the government has shifted the application process to a fully online system. Aadhaar verification is now mandatory, and all CMRF cheques are issued with printed beneficiary details — including name and bank account number — to minimise misuse.
Eligibility norms require applicants to be residents of Telangana, and families with an annual income below ₹1.60 lakh, as evidenced by possession of a white ration card, qualify for assistance.
Officials noted that the improved CMRF performance under the Congress government underscores its commitment to expanding access to quality healthcare and reducing the financial burden on vulnerable households.
