Power Unions Oppose Bid to Outsource YTPS

The committee warned that outsourcing would result in underutilisation of personnel, higher costs, reduced equipment lifespan, safety risks, and lowered employee morale

HYDERABAD: The Telangana Power Employees Joint Action Committee (TGPEJAC) has urged Telangana Power Generation Corporation Limited (TGGenco) to drop plans to outsource operation and maintenance (O&M) of Yadadri Thermal Power Station (YTPS) Stage-II (3x800 MW) to Bharat Heavy Electricals Limited (BHEL) or any external agency, insisting that in-house engineers and staff be deployed instead.

In a memorandum submitted to TGGenco chairman and managing director Harish Rao, committee convener P. Rathnakar Rao said that O&M was critical for plant safety, efficiency, and reliability. The unions argued that Genco’s engineers, supervisors, and skilled workmen are fully capable, citing the successful commissioning of KTPS-VII Stage (1x800 MW) in a record 48 months by departmental staff as evidence of their competence.

The committee warned that outsourcing would result in underutilisation of personnel, higher costs, reduced equipment lifespan, safety risks, and lowered employee morale. They noted that BHEL’s expertise lies in design and manufacturing, not sustained O&M, and expressed concern that the company may subcontract the work to private firms.

The committee pointed out that commercial operation date (COD) activities are already underway at YTPS Stage-II with experienced staff recently posted. They urged rationalisation of manpower across Genco stations rather than reliance on external agencies. “In-house handling ensures better control, safety, and resource optimisation,” the memorandum stated, calling for immediate withdrawal of the outsourcing proposal in the larger interest of the organisation.
