New Year Celebrations: Sajjanar Issues Guidelines for Hotels, Pubs

The managements, which are going to conduct ticketed events and programmes upto 1 am should apply to the Commissioner of Police, Hyderabad for grant of permission well in advance

Hyderabad: Hyderabad Police Commissioner VC Sajjanar on Saturday listed out guidelines to be followed by the managements of three-star and above category hotels, clubs, bars-cum-restaurants and pubs on the occasion of New Year celebrations on the intervening night of December 31, 2025 and January 1, 2026.

The managements, which are going to conduct ticketed events and programmes upto 1 am should apply to the Commissioner of Police, Hyderabad for grant of permission well in advance at least 15 days before.

As per Telangana Public Safety (Measures) Enforcement Act-2013, the organizer must ensure CCTV Cameras with recording facility at all the entry and exit points of establishment. These cameras must also be installed with recording facilities at parking places.

The organizers and management should provide adequate security guards for traffic management and security and access to their establishment. Decency of apparel, dance acts, gestures and words has to be ensured by organizers. There should not be any obscenity and nudity in any of the performances.

The Sound system in outdoor including public address system, loud speaker, DJ system, DJ sound mixer, sound amplifier and other high sound generating equipment) must be stopped at 10 pm as per Supreme Court guidelines.

The sound system is permitted beyond 10 pm only in indoor closed premises (for example: Community Hall, Banquet Halls and Function Halls) strictly only upto the requested time till 1 am and the noise level should not exceed 45 decibels.

The organizers are warned not to allow any firearms at the venue of the event. They should ensure that passes, tickets and coupons should not be granted in excess to the capacity as this may lead to law and order problems. Special parking arrangements should be made by the organizer and there should not be any obstruction to free flow of traffic.

Orderliness should be maintained by the organizer inside the venue. No minors should be permitted in programmes organized for couples and in pubs and bars. Organizers of programmes are strictly warned that no person should be allowed to use drugs, narcotics and psychotropic substances and if the management fails to prevent the same it would lead to culpability of management and action will be taken as per law.

Organizers should pay special attention to parking areas and other places where drugs are clandestinely sold. They should appoint an adequate number of security guards for taking care of systematic parking inside premises as well as to regulate traffic in front of the entry and exit gates.

They should not serve liquor beyond the hours permitted by the excise department. It is the responsibility of the management of pubs and bars to make necessary arrangements to provide drivers and cabs to the customers who are in a drunken state to reach their destinations safely. There should not be any display or use of fireworks.

The instructions of the District Fire Officer and Regional Fire Officer should be complied with. Liability for any loss, damage, nuisance etc. life and property as a sequel to functioning of the establishment will rest with the applicant.
