New Rules Issued to Reallocate Surplus Teachers

District collectors have been empowered to reassign surplus teachers within districts to address staff shortages in schools, ensuring minimal disruption and adherence to state education norms.

Hyderabad: District collectors have been authorised to adjust surplus teachers within districts to fill vacancies in schools that face staff shortages. The memo, released by the school education department, builds on previous orders and lays out a framework to conduct these adjustments without disrupting school functioning.

Teachers will be reassigned based on school-wise and subject wise requirements, determined through an analysis of student enrolment data.

Local-level discretion has been granted to committees to consider subject specific demands and functional needs of schools. Any decision taken by the committee must be backed by valid justifications. These deployments must adhere strictly to staffing norms for schools as laid down by the department.

The guidelines also specify that teachers serving in tribal areas cannot be transferred to plain areas under the adjustment process. In contrast, teachers from plain regions may be deputed to tribal schools if required, following a preference system already prescribed.

The most-junior teachers will be identified as surplus first. The order stresses that no mutual or rotational transfers will be permitted, including arrangements where three or more schools swap staff. Those assigned to a new location through this process must report to their respective schools by June 13 and resume duties immediately.

The memo clarified that the process did not amount to a formal transfer. A teacher’s pay will continue to be issued from their original posting even as they work at the adjusted school. All districts have been instructed to submit detailed reports on these adjustments to the director of school education by June 30. The monitoring of this process will be overseen by the state level education office.
