Naidu Ready With Funding Blueprint

In pursuit of Central support, Naidu held a series of high-level meetings in New Delhi. In May 2025, he submitted formal proposals to Union Finance Minister Nirmala Sitharaman and Jal Shakti Minister C.R. Patil, seeking funds and expedited clearances.

Hyderabad: Chief Minister N. Chandrababu Naidu has unveiled a comprehensive financing strategy for the Rs 81,900 crore Godavari–Banakacherla Link Project, one of the largest water infrastructure undertakings in South India.

Naidu’s financing blueprint draws on a mix of domestic, central, and international sources. The plan includes loans from multilateral agencies such as JICA, the World Bank and Asian Development Bank (ADB), which are expected to cover half the project cost. An additional 20 per cent has been requested as a grant from the Central government, while the state will contribute 10 per cent through direct budgetary allocation. The remaining 20 per cent will be mobilised through the Hybrid Annuity Model (HAM), involving public-private partnerships with deferred payments to contractors.

To manage the financial and operational complexity, the state has constituted a Special Purpose Vehicle named Jalaharathi Corporation. This entity will oversee fund flow, contract execution, and regulatory compliance throughout the project lifecycle.
