HC Orders Probe Into Net Net Construction at Nandagiri Hills

Principal Secretary to investigate Net Net Ventures; explanation sought from ex-GHMC chief

Hyderabad: The Telangana High Court on Wednesday directed the principal secretary of the Municipal Administration and Urban Development (MA&UD) department to conduct a detailed inquiry into alleged illegal constructions by M/s Net Net Ventures Pvt. Ltd. at Nandagiri Hills, Jubilee Hills, Hyderabad.

The court also instructed the principal secretary to seek an explanation from the then GHMC commissioner, Amrapali Kata, regarding the permission granted. The MA&UD department was further directed to enforce the court’s earlier status quo orders and to prevent any additional construction. A report must be submitted by October 6.

Justice K. Lakshman issued the interim order while hearing a petition filed by the Nandagiri Hills Cooperative House Building Society. The society sought directions for the GHMC and other authorities to act on a Vigilance & Enforcement (V&E) report dated June 18, 2024, which highlighted serious deviations by Net Net Ventures. These included unauthorised ramps within setback areas, construction beyond permissible height, night-time work causing public nuisance, and violations of environmental clearances and building permits.

Justice Lakshman noted that despite the V&E report’s findings, the GHMC commissioner had requested the government to drop further action instead of enforcing compliance. Since the GHMC’s demolition order is under challenge before the City Civil Court, the judge directed the Chief Judge of the City Small Causes Court to consider these issues when adjudicating the builder’s plea. The previous status quo order remains in force until further notice. The case is posted for further hearing on October 6.
