Govt To Build Large-Scale Affordable Homes Between ORR–RRR: Ponguleti
The government is exploring a public–private partnership model to develop housing similar to the Kukatpally Housing Board within the ORR–RRR belt for poor and middle-income families.

Hyderabad: Housing minister Ponguleti Srinivas Reddy on Tuesday said the state government would take up large-scale affordable housing projects in the vast stretch between the Outer Ring Road (ORR) and the Regional Ring Road (RRR), creating new residential clusters for lower and middle-income families.
He was speaking at a panel discussion on “Investing in Inclusion: Prospects in Affordable Housing Sector” held as part of the Telangana Rising Global Summit at Bharat Future City.
Referring to the ‘Affordable Housing Policy for Urban Future’, the minister said the government’s mission was to ensure that every family in the state had access to a quality home built to modern standards. He said the summit provides a strong platform for designing a comprehensive policy that delivers affordable housing solutions across all sections of society.
With rapid urbanisation and rising demand for housing, Srinivas Reddy said the government is working on a policy framework that is economically viable, environmentally sustainable and technology-driven. Under Chief Minister A. Revanth Reddy’s leadership, he said, Telangana aims to create a development model that becomes a benchmark nationally and globally.
Recalling the progress achieved through earlier housing programmes, Srinivas Reddy noted that around 42 lakh houses were built under the Indiramma scheme, while 3.5 lakh houses under the revived Indiramma programme are in various stages of construction.
Srinivas Reddy added that nearly one lakh houses were built for middle-class families through the Housing Board and Rajiv Swagruha Corporation by previous Congress governments. Despite this, the state continues to face a significant gap between housing demand and supply, prompting the need for a holistic policy extending beyond standalone schemes.
The minister said the state’s housing model focused on economic viability, social inclusion, environmental responsibility and technological integration. The minister said the policy would align with the recently announced CURE, PURE and RARE zones, ensuring inclusive and balanced growth across the state.
